Each vehicle must be completed and delivered within 150 calendar days after it arrives at the vendors facility.

Payment for agreements will be made within 30 days of receipt of a proper billing or delivery of goods/services, whichever is later. Payment schedule will be determined with the winning bidder.

All emergency lighting components must have a minimum 5-year factory warranty.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors are price, technical acceptability, and past performance.

Offerors shall provide a statement describing company capabilities demonstrating an understanding of the solicitation, technical proficiency, and experience relevant to vehicle upfitting. Past performance information for three jobs completed with similar size, scope, and complexity within the past three years is also required.

Most vendors did not provide past performance or a capabilities statement, which will be considered an incomplete proposal and considered unacceptable.
