The completion of the lighting installation shall be November 1, 2026, with all trees ready to be illuminated on that date.

The contractor shall be paid the total contracted yearly price upon completion of the work and its acceptance by the city, final approval of the work by the city building inspector, and after a sworn statement has been submitted by the contractor that all bills for labor and material have been paid.

Contracts and purchase orders shall be awarded to the lowest responsible bidder. In determining the lowest responsible bidder, in addition to price, the city shall consider the bidders ability, capacity, skill, character, integrity, reputation, judgment, experience, efficiency, compliance with contracts and laws, financial resources, availability and adaptability of supplies/services, ability to provide future maintenance, and conditions attached to the bid. Preference is given to Holland-based businesses.

Contractor must meet all state of Michigan licensing requirements as well as any additional requirements of the City of Holland. Adequate liability and workers compensation coverage will be maintained by the contractor.

In case of default by the selected vendor, the City of Holland may procure its requirements from another vendor and hold the original vendor liable for any increased costs.

A required prebid meeting will be held on July 1, 2026, at 9 a. m. at the Holland Civic Center Place parking lot located at 150 W 8th Street.

Vague estimates or failure to include all of the work on the bid estimation form may result in the bid being rejected and not considered. Bids must be submitted on the bid form provided and be submitted in a sealed envelope. Bids are to be irrevocable for thirty 30 days from the date of the bid opening.

All bids must be delivered to the City Clerk before 8:30 a. m. on July 7, 2026. All bids will be publicly opened and read aloud at 8:30 a. m. july 7, 2026.

The contractor shall guarantee all work to be free from defect for a period of one year from the date of final acceptance and payment. The city shall pay the contractor within thirty 30 days of receipt of any payment request based upon work completed or service provided, less retainage. If payment is not made within sixty 60 days, the city shall pay interest at the rate of 1. 5% per month.

The contractor warrants that all materials and equipment will be new unless otherwise specified, and all work will be of good quality, free from faults and defects. This warranty survives final acceptance and for one year after substantial completion.

Award will be made to the contractor submitting the lowest responsive and responsible bid.

Bidders must have appropriate technical experience, right equipment and personnel, suitable financial means, proof of at least three similar contracts in Georgia within the past five years (each with an original contract price of no less than $150,****), and previous UST system removal experience.

Liquidated damages are **** per day for each consecutive working day beyond the contract time required to complete the work.

Failure to observe instructions, conditions, use city bidding forms, acknowledge addenda, or unauthorized communication with city officials may result in bid rejection or disqualification.

The contractor shall provide insecticide treatment services to protect eastern hemlock trees from hemlock woolly adelgid HWA infestation within the allegheny national forest. The contractor shall furnish all labor, materials, equipment, insecticide, transportation, and supervision necessary to complete the required treatments.
