Award will be made based on the overall best value proposal that is determined to be the most beneficial to the government. Award will not be made to any contractor unless the contractors combined technical rating is acceptable or higher. Quotes will be evaluated utilizing the following evaluation procedures and factors: evaluation procuedures: factor i technical and factor ii past performance are of equal importance and when combined are significantly more important than factor iii price. within the technical factor, all subfactors are of equal importance. All technical subfactors will receive an individual adjectival rating and factor i technical will receive an overall adjectival rating. all of the non price factors, when combined, are significantly more important than price.
The period of performance will be one base year 12 months with four option years plus one 1 six 6 months option.
Payment will be made by code.
Award will be made to the offeror the government determines will be able to accomplish the necessary work in the manner most advantageous to the government and whose offer represents the best value to the government, after considering all factors, including evaluated cost.
