Friendship Public Charter School is seeking proposals for interim placements in nonpublic school settings. Services include special education teachers and clinical service providers. Proposals are due by 4 PM on Friday, August 14, 2026. Evaluation will be based on a best value process, considering factors beyond cost. Late proposals will not be accepted. The contract type is preferred to be fixed fee, but alternative cost-effective methods are encouraged. The contract term is three years with an option to renew annually, plus a potential 90-day transition period. FPCS reserves the right to terminate the contract with or without cause. Proposers must submit financial statements, insurance coverage, and any proposed exceptions or modifications. FPCS is exempt from federal, state, and local taxes.

In the event fpcs is presented with invoices, statements, reports, etc. that are incomplete, or inaccurate, fpcs may be required to perform substantial research which could result in delay of payment.
Proposers shall furnish all data pertinent to warranties or guarantees that may apply to items in the proposal. Proposers may not limit or exclude any implied warranties.
FPCS will apply the best value process. Cost is not the only criteria that will be used in the evaluation process. The selection process will include, but not be limited to, the following considerations: 1. the daily rate 2. the proposers overall experience, reputation, expertise, stability and financial responsibility. 3. the quality and range of services the nonpublic school proposes to provide.
Proposals should include a discussion of the consultant's company history, services offered, understanding of services, and a positive commitment to perform. Resumes of key staff, client references, and proof of CBE status (if applicable) are required. Proposers are asked to review the package to be sure that all applicable parts are included. It is the proposers responsibility to be thoroughly familiar with all requirements and specifications.
FPCS reserves the right to terminate the contract with 30 days prior written notice for cause if the proposer breaches any terms, becomes insolvent, or commits acts of bankruptcy. Cause may be construed as, but not limited to, failure to deliver the proper goods andor services within the proper amount of time, andor to properly perform any and all services required to fpcss satisfaction andor to meet all other obligations and requirements.
Failure to sign the cover sheet will disqualify the proposal. Proposals may be rejected if collusion is suspected or if prices are obviously unbalanced. Failure to include all necessary and proper supplemental materials may be cause to reject the entire proposal.
