The deadline for submission of bids is 3:00 PM on April 23, 2026.

The owner shall make partial payment on a monthly basis to the contractor in accordance with the contract documents on the basis of a duly certified and approved estimate of work performed during the preceding calendar month by the contractor, less five percent (5%) of the amount of such estimate which may be retained by the owner until all work has been performed strictly in accordance with the contract documents and until such work has been accepted by the owner.

The contractor warrants to the owner that all materials and equipment furnished under this contract will be new unless otherwise specified, and that all workmanship will be of first class quality, free from faults and defects and in conformance with the contract documents and all other warranties and guaranties specified therein.

The award of the contract will be to the responsible bidder submitting the lowest responsive base bid.

Each bidder must be prepared to submit within five calendar days of the owners request written evidence of his qualifications for the project, including, without limitation, financial data, previous experience, resources, personnel and evidence of authority to conduct business in the jurisdiction where the project is located.

The timeframe for fabrication and installation will be 90 days from award of contract by the City of Lynchburg, with a 100-day penalty if not completed in the timeframe allowed.

Bidders are requested and expected to visit the site of the project to alert themselves to local and special conditions which may be encountered during construction of the project.

Any protest to award a contract shall be in writing and shall be delivered so that it is received by the City Manager not later than five (5) business days after announcement of the award or decision to award, whichever comes first.

The bid notice states that written proposals will be received by the purchasing department until 3:00 pm, Wednesday, April 14, 2026. written proposals addressed to the city purchasing department, city hall, 59 court street, westfield, massachusetts and endorsed westfield skate park bid **** will be received by the purchasing department in the purchasing office, room 101 of city hall, until 3: 00 pm, wednesday, april 14, 2026 and at that time publicly opened and read aloud.

The bid notice states that the owner reserves the right to accept proposals deemed most satisfactory to the owner if it is in the public interest to do so. he right is reserved to waive any informalities andor reject any or all proposals or accept proposals deemed most satisfactory to the owner if it is in the public interest to do so.

The bid notice mentions minimum wage rates and federal wage rates that must be paid on the work. attention is called to the minimum wage rates to be paid on the work as determined by the commissioner of labor and industries under the provisions of massachusetts general laws, chapter 149, sections 26 to 27g, inclusive. in addition federal wage rates are included. payment of the higher of the two is required.

The bid notice encourages bidders to view the site but states that no pre-bid meeting will be held. all bidders are encouraged to view the site but no prebid meeting will be held.

A mandatory pre-bid meeting will be held on Tuesday, March 31, 2026, at 8:00 a. m. at the project site **** West Drew St. , Lantana, FL ****, as indicated in the bid notice.

The bid closing date is April 16, 2026, at 2:00 PM.

The bid notice states that bids will be received from qualified firms contractor.

A pre-bid meeting is mandatory, scheduled for March 31, 2026, at 10 AM.

The last day for questions, clarifications, and corrections is April 7, 2026, at 4 PM.
