The bid due date is Wednesday, April 29, 2026, at 2:00 p. m. PST.

The City shall pay the contractor for the actual work completed to the satisfaction of the City and in conformance with the contract, within ten (10) days after City Council approval of each payment.

The contractor warrants that all work conforms to the requirements of this contract and is free from any defect in equipment, material, design, or workmanship performed by the contractor or its subcontractors and suppliers. The warranty period shall be for the longer period of: one (1) year from the date of the City's final acceptance of the entire work or the duration of any special extended warranty offered by the contractor or its subcontractors and suppliers.

The owner intends to award a contract to the lowest responsible and responsive bidder.

The contractor must have a state of Washington licensed well driller with a valid Washington state water well construction and operators license under chapter **** Revised Code of Washington RCW. The statement of bidders qualifications requires specific experience in constructing deep, large-diameter municipal wells and details about team members' experience.

The contract states that if the contractor fails to maintain insurance as required, it constitutes a material breach of contract, upon which the City may, after giving five (5) business days notice to the contractor to correct the breach, immediately terminate this contract or procure or renew such insurance and pay any and all premiums in connection therewith, with any sums so expended to be repaid to the City on demand, or at the sole discretion of the City, offset against funds due to the contractor from the City.

The closing date and time for submittal of quotes is April 2, 2026, 1:00 p. m. EST.

The government intends to award a single, direct award of a firm fixed price contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

The solicitation is a 100% small business set aside, and the NAICS code that applies is **** with a business size of 750 employees. Offerors must be responsible in accordance with the Federal Acquisition Regulation (FAR).

A site visit has been scheduled for August 19, 2025, at 10:00 AM EST. Due to security conditions, all offerors shall register to attend this site visit by emailing specific attendee information in advance.

The National Guard Bureau protest decision goal is to resolve protests within 35 calendar days from filing. To be timely, protests must be filed within the periods specified in FAR ****.

Contractors must provide their company's socioeconomic status, legal name, Unique Entity ID (SAM number), primary point of contact, capabilities statement with evidence of certifications, and list similar projects. They must also have Crestron certifications and support capabilities.
