All CA employees must possess a valid US driver's license, a valid US passport, appropriate country visas, a valid international driver's license, and the capability to obtain valid driver's licenses for any country as needed. They must also have a proficiency rating of 3 in both modern standard Arabic and English. The CA site lead will have additional qualifications including one year of supervisory experience and a minimum of two years of cumulative work experience in specific advisory or liaison roles. All CAS must be US citizens with an active secret security clearance.

If the contractor fails to provide a replacement CA within 45 days of a vacancy, the USG is entitled to an equitable adjustment to the applicable CA contract line item numbers (CLINs).

Contractor personnel may face disqualification if they have pending criminal charges, a felony arrest record, alcohol-related arrests within the last five years, an arrest record or history of moral turpitude, involvement in hate crimes, a history of violence, involvement in groups advocating extralegal violence, past actions posing a security concern, or restrictions on base or country access by the host nation.

Vendors must be qualified medical professionals. Some work requires a licensed physician, while other aspects can be handled by qualified midlevel providers. Some of this work requires the provider to be a licensed physician, other aspects can be handled by qualified midlevel providers.

The district may terminate an agreement if a vendor fails to meet fingerprinting clearance requirements for employees with direct student contact. The district may, in itssole discretion, may terminate an agreement, where a vendor has failed to meet the requirements of thisparagraph.

Selection criteria will be based on the proposer's willingness and ability to meet all requirements, demonstrated involvement and commitment to long-term care, client references, proposed hourly rate for medical director services, and additional or value-added services.

Minimum qualifications for a Medical Director include prior experience as a medical director in a New York State long-term care facility, a valid medical degree, licensure to practice in New York State, and board eligibility or certification in geriatric medicine or as a medical director by the American Medical Directors Association.

Broome County reserves the right to cancel the contract if the bidder fails to fully comply with all insurance requirements or fails to take adequate corrective action within fifteen (15) days after receiving notice of default.

Proposers may be disqualified for violating ex parte contact rules or for submitting proposals that do not meet minimum qualifications.
