Final quotes must be submitted electronically through the PIEE solicitation module no later than 5:00 PM 17:00 EDT on 21 June 2026.

Quotations are due by June 9, 2026, at 5:00 PM Pacific Time.

The evaluation criteria for this acquisition are based on FAR ****, Evaluation Commercial Items, which typically involves a best value determination.

Offerors must be Indian Small Business Economic Enterprises (ISBEE) and remain eligible throughout contract performance. They must submit a completed IHS Indian Economic Enterprise Representation Form.

Offers not meeting the ISBEE and small business size standard criteria will be rejected. Failure to remain eligible as an Indian Economic Enterprise at the time of quotation, award, and throughout performance can lead to disqualification.

Quotes must be submitted by 2:30 PM EST on June 5, 2026.

Invoices shall be submitted monthly, in arrears. Payment will be made by EFT.

Technical capability, including experience with similar scopes of work, will be evaluated.

Contractor must be a courier company with a state license and carry a minimum of $500,000 liability insurance. Couriers must be bonded and have communication devices. Proof of DOT training for biohazardous materials transport is required.

Delays not approved by the CO/COR may result in cure notice action and/or termination. A contract discrepancy report may be issued for failure to meet delivery requirements.

Failure to submit quotes by the deadline, alterations to the schedule of supplies/services, or non-compliance with contract terms can lead to disqualification.

The base period of performance is from 15 June 2026 to 30 April 2027, with three option periods extending to April 30, 2030.

The government will issue a firm fixed price purchase order to the lowest quote that conforms to the material aspects of the solicitation.

Contractor personnel must be certified and competent in professional practice to conduct occupational health examinations. They must be board-eligible or certified occupational medicine physicians, or other licensed independent practitioners. A board-certified occupational medicine physician must review and sign off on all PRARNG occupational health exams.

The government reserves the right to direct the removal of an employee from government property or revoke access to government systems for misconduct, security reasons, or any overt evidence of communicable disease.

Provide monthly itemized invoices to the district. Provide a fee structure based on usage (number of images captured and/or indexed).

Include service and warranty information in your response.

The evaluation will be based on price, reputation of the respondent and their goods/services, the extent to which the goods/services meet the district's needs, quality of goods/services, and historically underutilized or small business participation.

Respondents must provide background information, solution specifications, details on quality and reporting capabilities, security measures, implementation and support plans, and AI capabilities. They must also confirm their ability to meet Key Performance Indicators (KPIs).

Failure to consistently meet agreed-upon KPIs may result in service credits, penalty clauses, or termination provisions as defined in the SLA.

Failure to comply with instructions, failure to meet minimum requirements, submitting a proposal with conflicting terms and conditions, or engaging in prohibited contact with the district may result in disqualification.
