Morris County is seeking proposals for recovery housing services for individuals with substance use disorders. The provider must be located within Morris County and capable of initiating the program within 30 days of award. Services include providing a stable environment, assessing needs, linking individuals to social services and workforce development training, and offering 24-hour onsite availability. The contract period is from October 1, 2025, to September 29, 2026. Proposals will be evaluated based on prior experience, professional qualifications, cost, understanding of the project scope, and experience with the Morris County community.
The submission deadline for proposals is June 5, 2026, at 11:00 AM Eastern Standard Prevailing Time.
Payment will be made after a properly executed County of Morris voucher has been received and formally approved on the voucher list by the Board of County Commissioners at its subsequent regular meeting. Vouchers submitted after the first of the month may not be paid until the subsequent payment cycle.
The county will place considerable weight on the qualifications of the agency and project team members, expertise and a successful track record, expertise and training of employees, detailed established charges that are comprehensive and reasonable, and the demonstrated understanding of the project, innovative suggestions, and strategies identified to implement the project. The provider's experience with the Morris County community needs, including the length of time the agency has worked in Morris County and successful projects implemented, will also be heavily considered.
Respondents must be an established concern in the business of providing the product/service proposed and must prove to the County Purchasing Agent's satisfaction, upon request, that they have adequate facilities to perform all requirements in the event of an award. The provider must be located within Morris County and have staff experienced in working with individuals with substance use disorders.
The county may deduct a penalty of **** for each person for each calendar day during which such person is discriminated against or intimidated in violation of the contract provisions. The contract may be canceled or terminated for any violation of the anti-discrimination section.
Written requests for interpretation must be received at least five (5) days prior to the date fixed for the opening of the proposals.
Proposals containing any conditions, omissions, unexplained erasures or alterations, items not called for in the RFP proposal form, attachments of additive information not required by the specifications, or irregularities of any kind, may be cause for rejection by the owner. Failure to sign and give all information in the proposal may result in the proposal being rejected. Failure to comply with the Statement of Ownership Disclosure requires mandatory rejection of the bid/proposal.
