This is a non-personal services contract for waste removal of vault toilets, septic tanks, holding tanks, government-owned portable toilets, and portable toilet rentals at Chief Joseph Dam. The contract period is for one base period and four 12-month option periods. Service requests are expected primarily from April to October, but can be requested at any time. The contractor is responsible for all labor, equipment, and materials, and must comply with all federal, state, and local laws and regulations. The government will inspect the work to ensure it meets the standards described in the
performance work statement (PWS). The contractor is responsible for repairing any damage to government facilities caused by their operations. Additional documents (attachments) are required, including a
performance requirements summary, quality assurance surveillance plan, vault toilet area map, and septic holding tank area map. Hours of operation are Monday through Thursday, 7:00 AM to 5:00 PM, excluding weekends, federal holidays, and government facility closures. The contractor must obtain necessary licenses and permits, and comply with safety standards, including OSHA and Corps of Engineers safety requirements. The contractor must pre-screen employees using the Everify program. The contractor is responsible for the disposal of waste materials and chemicals, and for cleaning up any spills. The contractor must have a minimum of 25 portable units available upon request. Government-owned portable toilets will be serviced a minimum of three times per week.
