The project requires completion of all phases of the work within the contract documents. Specific completion dates are to be determined and will be detailed in the construction progress schedule.

Payment will be made based on a single lump sum contract for base bid items. Additive bid items may be added at the city's discretion. A portion of the contract price will be deducted until the original CPM schedule submittal is completed. Up to two percent of the contract price may be retained if technical manuals are not submitted by the 75 percent construction completion point.

Contractors are required to have a current license as a public works contractor in the state where the work is to be completed.

Failure to maintain the construction schedule in an approved status may result in the owner withholding a monetary penalty against the responsible contractors.

A mandatory pre-bid meeting, including a site visit, is scheduled for Wednesday, July 22, 2026, from 10:00 to 11:00 am local time at the wastewater treatment facility.

Bids must be received electronically on or before 2:00 p. m. Mountain Time MT August 20, 2026. No bids will be considered which have not been received by the deadline set forth above.

Prices must be based upon payment in thirty 30 days. The city shall make payment within thirty 30 days of receipt of the supplies and an accompanying invoice.

The supplier warrants that all goods furnished are free from defects in workmanship and materials, are merchantable, and fit for the purposes for which they are to be used. For any goods that become defective within twelve 12 months after date of receipt, the supplier shall remedy defects or replace defective supplies at no expense to the city within seven 7 days. Contract award may be made to the lowest responsive and responsible bidder meeting the technical specifications. Criteria may include price, superior quality, adherence to specifications, maintenance, service delivery, completion times, guarantees, warranties, bidder's reputation, financial status, past experience, and cost. Bidders shall be required to submit satisfactory evidence that they have a practical knowledge of the particular materials and/or equipment bid upon and that they have the necessary financial resources to provide the proposed materials and/or equipment. If a manufacturer, manufacturers representative, or manufacturers distributor fails to meet quoted delivery, that company may be debarred from consideration for award of contracts for a period not to exceed three 3 years. Bids may be rejected if they show any omissions, alterations of the form, additions not called for, conditional bid, or any irregularities of any kind. Failure to submit the specification deviation statement, if applicable, shall be grounds for rejection of the item when offered for delivery.
