The proposal response must be submitted through the online bid submission portal by May 20, 2026, 3:00 PM local time.
The state will pay the vendor monthly, within thirty 30 days of receipt of the vendors billing, the amount which is legitimately earned by the vendor, and supported by payroll data and an itemized accounting of reasonable reimbursable direct nonsalary costs. Final settlement will be made within thirty 30 days from the date of final written state acceptance of the work and services.
The successful vendors shall be required to extend any policy guarantee usually offered to the general public, federal, state, county, or municipal governments, on material in this contract against defective material, workmanship, and performance.
The proposal evaluation committee will assign points based on vendor qualification (60 points), service capability and support (60 points), staff background and experience (50 points), service coverage and scope of services offered (50 points), methodology (40 points), price proposal (100 points), and references (10 points), for a total of 370 points.
Vendors must hold a valid Delaware State Fire Marshal Class 1 license and obtain all required city and local permits. Only qualified and certified technicians shall perform inspections, testing, or service.
Failure to comply with the state of Delaware licensing requirements may subject your organization to applicable fines and/or interest penalties. Violation of background check conditions may subject the vendor to penalty, including contract cancellation for cause.
Samples or brochures may be required by the agency for evaluation purposes.
Protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the designated contact, in writing, no later than ten 10 calendar days prior to the time set for opening of the proposals.
