This is a public tender for ADA Ramp Repair Replacement at Stratford Rd Crossing in Moses Lake, Washington. The project aims to improve pedestrian safety by upgrading the crossing with ADA-compliant ramps, solar-powered rapid flashing beacons, and pedestrian push buttons. The city will supply and install the beacons and poles, while the contractor will install the foundations. Work includes removal and replacement of curb and gutter, sidewalk, pedestrian curb, and asphalt patching. Bids are due by March 25, 2026, at 3:00 PM. Bidders must be on the MRSC Small Works Roster. Paper copies of plans and specifications can be obtained for a fee, or electronically at no cost. A bid deposit of 5% of the maximum bid amount is required. The contract working days are 15. The city reserves the right to reject any or all bids.
The contract working days are 15. Work on the base bid contract shall be completed within 15 working days. The contractor may request in writing that the notice to proceed be delayed by up to two weeks, but no work can be performed during this time. This request shall be made before the notice to proceed has been issued.
Progress estimates for progress payments will be based upon the quantities shown in the city inspectors quantity book as of the first day of each month. The contractor shall have 5 working days after receiving the pay estimate to dispute these quantities. If the contractor does not dispute the quantities within 5 working days, the engineer will assume the contractor is in agreement, and the progress payment shall be paid accordingly. The contractor shall provide an invoice, based on the engineers progress estimate, prior to payment being processed.
The contractor warrants that the work furnished shall be free from defects resulting from faulty workmanship, and further warrants that the work complies with all specified performance criteria. The contractor agrees to remedy all defects appearing in the work or developing in the materials supplied and the workmanship performed under this contract during the warranty period, which shall be two years after date of final acceptance of the work by the city.
Contract award will be based upon the lowest responsible bid, as determined by the city council. In addition to price, the city council will consider past project experiences with the contractor as well as experiences of other project owners, engineers, and architects.
Only bids from bidders who are currently on the MRSC Small Works Roster for the City of Moses Lake will be accepted. All bidders shall be on the MRSC Small Works Roster prior to bid opening. All bidders shall call **** prior to bid opening to sign up as a bidder on the project.
If said work is not completed within the time specified, the contractor agrees to pay the city liquidated damages of $500 per working day as described in section **** of the specifications.
Each bidder shall visit the site of the proposed work to be fully acquainted with the conditions and difficulties attending the performance of the contract.
If the parties fail to reach agreement on the terms of any change order for city-directed work, or on the resolution of any request for an equitable adjustment in the contract sum or the contract time, contractor's only remedy shall be to file a claim with City as provided in this section. Contractor shall file its claim within the earlier of 30 days from City's final offer or the date of completion.
The estimated project cost is between $45,000 and $55,000.
