This is a sources sought notice for beverage base component items for the MRE program. The notice seeks feedback from potential suppliers regarding their capabilities to meet increased quantity and/or accelerated delivery requirements. Interested parties should provide information about their company, experience, and the items they may be interested in supplying. Responses should be sent via email to russell. j. manuel@dla. mil.

The Office of State Procurement has suspended in-person attendance at public bid openings. Bidders can access a live audio and video stream of the opening at www. ***. *. * at 9:45 AM Central Time on 07/23/2025. Bids must be submitted online via www. ***. *. * must be registered in the lagov system. A W9 form is required for newly registered vendors. All attachments must be printed and reviewed. The contract is for an initial period beginning on the date of award and ending June 30, 2026, with the option of renewal for two additional 12-month periods. The total contract time cannot exceed 36 months. Items are to be called for by the using agency as needed. Unit price should include freight charges. Bids must be quoted in quantity and unit specified. All bids must be typed, written in ink, or submitted online. Corrections must be initialed. Bids must be manually signed in ink or submitted online. Payment is to be made within 30 days after receipt of a properly executed invoice or delivery, whichever is later. All bids and addenda should be returned in an envelope or package clearly marked with the bid opening date and bid number, or submitted online. Bids are subject to Louisiana laws and regulations. Additional documents are required (see attachments). The bidder must specify the brand and model number of the product offered. Bidders proposing an equivalent brand or model should submit information such as illustrations, descriptive literature, and technical data. Bid prices must be complete, including transportation prepaid to destination and firm for acceptance for a minimum of 30 days. If accepted, prices must be firm for the contractual period. Vendors are responsible for including all applicable taxes in the bid price. All products must be new, never previously used, and the current model and/or packaging. The state of Louisiana has the right to terminate the contract for various reasons, including misrepresentation, fraud, or breach of contract. Failure to deliver within the specified time will constitute a default. All contracts shall be construed in accordance with Louisiana law. Bidders must comply with civil rights laws, ADA accessibility requirements, and other relevant laws. Evidence of authority to sign and submit bids is required. Any public entity is authorized to reject a proposal or bid from a business in which any individual with an ownership interest of five percent or more has been convicted of a felony. The contractor agrees to adhere to the Copeland Anti-kickback Act, Clean Air Act, Clean Water Act, Energy Policy and Conservation Act, anti-lobbying and debarment act, and other relevant federal statutes. The bidder certifies that the price submitted was independently arrived at without collusion. The contractor shall comply with the provisions of La. R. S. 23:995 and federal law pertaining to Everify in the performance of services under the contract.
