Failure to state delivery time obligates respondent to deliver in 14 calendar days. Time limits will be strictly construed and rigidly enforced.

The state will incur no penalty for late payment if payment is made in 30 or fewer days from receipt of goods or services and an uncontested invoice. Payment and remedies for late payment and nonpayment shall be made in accordance with the Texas Prompt Payment Act.

Evaluation of bids will begin as soon as practical after receipt. Evaluation adheres to the best value standard. The state reserves the right to make an award on the basis of low line-item offer, low total of line items, or in any other combination that will serve the best interest of the state of Texas.

Respondents must comply with all rules, regulations, and statutes relating to purchasing in the state of Texas. Each employee of respondent, including replacement employees, will possess the qualifications, education, training, experience and certifications necessary to perform the services.

In the event a successful respondent fails to perform services or complete the obligations under the contract in a timely manner, the state may require the respondent to pay, as liquidated damages and not as a penalty, an amount equivalent to 2% of the total cost for services or obligations not completed as required by the contract per calendar day of delay.

Samples, when requested, must be furnished free of expense to TJJD. If not destroyed in examination, they will be returned to the respondent, upon request, at respondent's expense.

Failure to sign the bid will disqualify the bid. Late and/or unsigned bids will not be considered. Copyrighted bids are unacceptable and are subject to disqualification as nonresponsive.

The work must be completed by August 21, 2026.

Proposals will be evaluated based on industry experience, previous experience in the district, quality of product/services, competitiveness of price, completeness of proposal package, and references, each with equal weight.

The vendor must provide proof of having attended an OSHA 10-hour construction standard training course for projects of $100,000 or more. Vendors must also comply with asbestos regulations and disability codes.

The town may enforce the living wage ordinance by imposing fines, suspending contracts, or declaring the covered employer ineligible for future contracts.

Failure to indicate compliance with the living wage ordinance may result in the rejection of your bid.

This bid must be received and stamped by the purchasing office not later than: 12:01 pm, Tuesday, June 30 2025. State delivery time within days of receipt of PO.

Vendors must be able to provide the following upon request: Federal W9 form, proof of registration in the e-Verify program, and Certificate of Authority to do business in Alabama registration with the Alabama Secretary of State within 24 hours of request.

Specification sheets must be submitted with the bid paperwork.
