The bid submission deadline is Tuesday, June 9, 2026, at 2:00 p. m. local time.

Payment to the contractor will be made as provided for in the bidding documents. Special attention is called to General Conditions, Article 14, and Division 1 and/or other sections of the technical specifications.

Contractor warrants and guarantees to owner, engineer and engineers consultants that all work will be in accordance with the contract documents and will not be defective. Contractors obligation to perform and complete the work in accordance with the contract documents shall be absolute.

The commission reserves the right to reject any and all bids or to waive minor informalities or irregularities in the proposals received and to award the contract to the lowest responsible bidder.

Bidders shall complete the form of proposal, as part of their bid submission setting forth details of the proposed work. The bidder shall submit evidence that they have, or can obtain before the contract is executed, all licenses, registrations, and any and all other approvals required to perform the work.

Failure to achieve substantial completion within the number of calendar days in this article, including extension granted thereto as determined by the commission and as outlined in general conditions of contract, shall entitle the commission to deduct from the contractor as liquidated damages, an amount equal to three hundred dollars **** for each and every calendar day of delay in the completion of the contract.

A nonmandatory prebid conference will be held on Tuesday, May 19, 2026 at 10:00 a. m. at the Little Falls Water Treatment Plant Auditorium and Chemical Fill Station. Bidders are encouraged to attend and participate in the prebid conference.

If required by the contract documents or requested in writing by the engineer or owner, contractor shall submit samples to engineer for review and approval in accordance with the accepted schedule of shop drawings and sample submittals.

The contractor shall submit any questions regarding the bid documents by Tuesday, May 26, 2026 at 3:00 p. m. to the project representative listed in the bid documents.

Any bid submission which attempts to modify, alter or otherwise change the specifications, and/or contract terms, shall be deemed nonconforming and rejected as required by law.

The contracted work must be completed by September 15, 2026, to allow for annual environmental monitoring.

Payment terms are outlined in the measurement and payment attachment. Interest penalties to the county will not be allowed.

Contracts will be awarded to the lowest qualified proposer that is or are in the best interest of the county, based on the total cost of the work provided itemized base bid on the bid form.

The selected contractor will coordinate all work under this contract with Tompkins County Department of Recycling Materials Management administration and shall not impact normal operations, to the extent possible, of the highway department staff.

Clarification to the specifications must be submitted, via BidNet Direct, no later than seven (7) days prior to the bid/RFP due date before 5 PM ET on June 8, 2026.

The county reserves the right to refuse to issue a contract to a prospective vendor should such vendor be in default for failure to comply with any prequalification regulations, contractors default under previous contracts with the county, or contractors unsatisfactory work on previous contracts with the county.

The contract duration is forty-five (45) calendar days after delivery of the vessel to the contractor's yard.

Payment will be made by the code specified in block 18a, and invoices are to be submitted to the address shown in block 18a unless otherwise indicated.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

The contractor shall provide a drydock/travel lift certification, welder certification, a project schedule, a contractor safety plan, and past performance to include five (5) contracts from the past eight (8) years for similar work scope.

In the case of failure on the part of the contractor to complete the work within the time frame in the contract or any extensions thereof, the contractor shall pay the government as liquidated damages, the sum of $4,**** for each calendar day of delay until the work is completed or accepted.

Pre-bid inspections may be held to allow all prospective bidders to inspect the vessel. The pre-bid inspections can be held by appointment in Jersey City, NJ. Failure to provide all required items for the bid submittal will be considered an incomplete submittal and the bid will not be considered.
