This is a sources sought announcement, a market
survey for information only, for preliminary planning purposes. It is not a solicitation for proposals and no contract will be awarded. Respondents will be notified of the results of the evaluation upon request. The US Army Corps of Engineers Tulsa District is soliciting for the design-bid-build
construction of a child development center, including demolition of buildings ****, ****, ****, ****, and 5832. The project will be a competitive, firm fixed price
construction contract procured in accordance with FAR 15, negotiated procurement, using the trade off process. The type of set-aside decision will depend on the capabilities of the responses. The government is seeking qualified, experienced sources capable of performing the
construction, which includes a single-story facility with specific features. The estimated
construction price range is between $25,000,000 and $100,000,000. A Project Labor Agreement (PLA) is required for large-scale
construction projects with a total estimated cost of
construction at $35 million or more. Interested firms must respond to this synopsis by 10:00 AM CDT on July 14, 2025, and be registered in contracting opportunities at sam. gov. The official synopsis citing the solicitation number will be issued on contracting opportunities at sam. gov, and inviting firms to register electronically to receive a copy of the solicitation when it is issued. The anticipated solicitation issuance date is on or about September 15, 2025, and the estimated proposal due date will be on or about October 15, 2025. Responses should include firm's name, address, point of contact, phone number, email address, business cage code, interest in bidding, capability to perform, business size, joint ventures, bonding capability, and experience with project labor agreements.
