This is a sources sought announcement, a market survey for information only, for preliminary
planning purposes. It is not a solicitation for proposals and no contract will be awarded. No reimbursement will be made for any costs associated with providing information. Respondents will be notified of the results of the evaluation upon request. The US Army Corps of Engineers Tulsa District is seeking qualified sources for the design, bid, and build construction of a child development center. The project includes demolition of buildings ****, ****, ****, ****, and ****, totaling 3,829 square meters. The project will be a competitive, firm fixed price construction contract procured in accordance with FAR 15, negotiated procurement, using the trade off process. The type of set-aside decision will depend on the capabilities of the responses. The government must ensure adequate competition among potential contractors. In accordance with FAR 22. 5 and Executive Order ****, a project labor agreement (PLA) is required for large-scale construction projects with a total estimated cost of construction at $35 million or more. The estimated construction price range is between $25,000,000 and $100,000,000. Interested firms must respond to this synopsis by 10:00 AM CDT on July 16, 2024. All interested firms must be registered in contracting opportunities at SAM. gov to be eligible for award of government contracts. The official synopsis citing the solicitation number will be issued on contracting opportunities at SAM. gov, and inviting firms to register electronically to receive a copy of the solicitation when it is issued. The anticipated solicitation issuance date is on or about September 15, 2025, and the estimated proposal due date will be on or about October 15, 2025. Responses should include firm's name, address, point of contact, phone number, email address, business cage code, interest in bidding, capability to perform, business size, joint ventures, bonding capability, and experience with project labor agreements.
