Proposals are due no later than July 30, 2026, at 11:00 a. m. PT. The contract term is expected to begin on the date of final signature and end five years after transit has accepted delivery and approval of both trailers.

Contractor will only be compensated for performance delivered and accepted by Transit. No payments in advance or in anticipation of goods or services to be provided under any resulting contract will be made.

The award will be made to the responsive responsible proposer whose proposal meets RFP requirements and is determined the most advantageous to transit, based on a combination of noncost proposal, cost proposal, and potentially interviews.

Proposers must be qualified vendors interested in providing hydrogen tube trailers. Transit reserves the right to make reasonable inquiry and requests for additional information to determine the overall responsibility and qualifications of any proposer.

An optional virtual pre-proposal meeting will be held on July 14, 2026, at 10:00 a. m. PT via Microsoft Teams.

Question clarification deadline is July 21, 2026, at 5:00 p. m. PT.

Failure to register in WEBS and download solicitation documents, failure to check for updates and obtain addenda, incomplete or vague responses, failure to submit all required items, late proposals, and failure to respond to requests for additional information may result in disqualification.

Submittal responses are due by Tuesday, August 18, 2026, by 1:00 PM PST.

The selection process involves evaluating consultant qualifications based on their approach to the work, previous experience on similar projects, subconsultant and team member collaboration, and submittal organization, clarity, and quality. Oral presentations may be used as a second phase.

Mandatory qualifications include an active professional license in Washington State, at least five years of experience in structure evaluation, design, and permitting with an emphasis on suspension bridges, and registration to do business in Washington State.

The complaint period deadline is August 10, 2026. Protests must be submitted within five business days of the debriefing conference.

Failure to comply with any part of the solicitation, including submission requirements, mandatory qualifications, or proper registration in WEBS, may result in rejection as nonresponsive or disqualification.

The estimated general range for the Maximum Allowable Construction Cost (MACC) for this project is $4,000,000.

Metra is seeking letters of interest and qualifications (LIQs) from qualified consultants.

The estimated value for this project is between $440,000 and $540,000.

Responses are due by February 10, 2024, at 2:00 PM.

A mandatory pre-proposal meeting is scheduled for February 1, 2024.
