Bidders must be licensed in accordance with Louisiana law and display their license number on the bid envelope. The contract will be awarded to the respondent whose proposal best serves the project needs and provides the best value to the state, based on project plan (30%), price proposal schedule (30%), comparable experience (20%), and assigned staff qualifications and references (20%).

Vendors must have a minimum of five 5 years of experience in roof restoration on historical buildings similar to the work required. Failure to meet minimum qualifications will result in disqualification.

A site visit is not required, but respondents are strongly encouraged to visit the site. Visits must be scheduled by the respondent.

Any bid protest must be in writing and received by the Executive Director within five working days after the bidder is notified that the award of a contract is forthcoming or otherwise knows of the action being protested.

Failure to meet minimum vendor qualifications, failure to periodically check the ESBD for updates, or failure to acknowledge addenda may result in disqualification.
