Delivery of the software shall be completed electronically upon contract award.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). The vendor must submit an invoice for payment no later than 30 calendar days after the end of the month of performance of services/delivery.

Defective software shall be replaced at no additional cost to the government.

The government will make award to the lowest priced technically acceptable (LPTA) offeror that provides all required documentation.

The offeror must ensure that your firm is currently registered in SAM at www. ***. *. * at the time of quote submission and at the time of award.

Questions related to this request for quote (RFQ) package must be emailed no later than 10:00 AM Eastern Time, July 20, 2026.

The government reserves the right to reject quotes that are not submitted in accordance with these instructions. The government reserves the right to reject late quotes.

Contractor warrants that its services shall be performed in accordance with applicable professional standards and that the contractor shall correct, at no charge to the corporation, services which fail to meet applicable professional standards and which result in obvious or patent errors in the progression of its work.

Respondents must be responsible, demonstrating financial ability, organizational capacity, and legal authority to carry out obligations, and must show satisfactory performance of all prior government contracts. Contractor staff assigned to the project must possess the necessary experience, knowledge, and character.

If a respondent is found to have knowingly and willfully violated State Finance Law provisions, that respondent and its subsidiaries, related or successor entities will be determined to be a nonresponsible respondent and will not be awarded any contract issued pursuant to this solicitation. In addition, two such findings of nonresponsibility within a four-year period can result in debarment from obtaining any New York State governmental procurement contract.

ESD may disqualify any respondent to this RFP or terminate any contract entered into as a result of this RFP should ESD determine that the respondent has violated any of the conflict of interest provisions. If a respondent is found to have knowingly and willfully violated the State Finance Law provisions, that respondent and its subsidiaries, related or successor entities will be determined to be a nonresponsible respondent and will not be awarded any contract issued pursuant to this solicitation.

DISA will execute migrations for all unclassified NIPR and classified SIPR common use IT across fiscal years 2027 through 2028. DISA will execute migrations for all unclassified nipr and classified sipr common use information technology it across fiscal years fy 2027 through 2028.

Final quotations must be submitted by 13 July 2026 at 12:00 pm CDT.

Quotations must include an included three year warranty.

Qualified companies are sought. Any authorized contractor must possess an active Top Secret facility clearance letter (FCL).
