The Montana Department of Transportation (MDT) is seeking proposals from consulting firms to prepare construction plans and specifications for US2 culverts west of Havre. Proposals must be submitted electronically in Adobe PDF format via the State of Montana File Transfer Service (FTS) by 3:00 PM MST on September 10, 2025. Late proposals will be rejected. The proposal must clearly identify the prime consultant and include resumes of key personnel, a project approach, and references. The evaluation will consider team qualifications, project approach, and past performance. The selected consultant will be responsible for completing a risk-based alternatives analysis and providing comprehensive design services. The project is located in Hill County, approximately 4 miles west of Havre at the Beaver Creek crossing.

The tender requires contractors to provide all labor, materials, equipment, supervision, permits, and taxes for the completion of the work. The parish reserves the right to increase daily charges due to additional provisions. The contractor is responsible for all injuries to persons and damages to property. The contractor must comply with all applicable laws, ordinances, and regulations. There is a requirement for insurance, including commercial general liability, automobile liability, workers compensation, and others. The contractor must provide an affidavit stating that all applicable sales taxes have been paid. The parish may make alterations in the work, but these alterations cannot change the total cost of the project by more than 25%. There is an inquiry period for questions, and the parish reserves the right to make corrections or clarifications due to patent errors. A performance bond is required. The parish reserves the right to change the schedule of events or issue addenda to the quote request at any time. All materials submitted become the property of the parish. The parish is not liable for any costs incurred by prospective respondents prior to entering into a contract. The contract terms are non-negotiable. The parish reserves the right to accept or reject any or all quotes submitted or to cancel this quote request if it is in the best interest of the parish. The parish reserves the right to use, at any time, any and all portions of the work that have reached such a stage of completion as to permit such occupancy, provided such occupancy does not hamper the contractor or prevent its efficient completion of the contract or be construed as constituting an acceptance of any part of the work. The parish shall have the right to start the construction of houses, structures or any other building concurrent with the contractors work.
