Pool Chemical Government Bids & RFPs

The contractor shall complete the work within 365 calendar days after receiving award, notice to proceed.

Payments will be made by the contracting officer. Progress payments are made monthly as work proceeds, based on estimates of work accomplished. Final payment is made after completion and acceptance of all work.

If the contractor fails to complete the work within the time specified, liquidated damages will be assessed at **** for each calendar day of delay.

A mandatory site visit is scheduled for Tuesday, August 4, 2026, at 10 AM CST at Fort Leavenworth, 731 McClellan Ave, Bldg. 48, Conference Room 112.

Questions are due in writing no later than Tuesday, August 11, 2026, at 2 PM CST.

Failure to properly acknowledge amendments to the solicitation prior to the specified receipt date and time will result in bid rejection.

The magnitude of construction is between $1,000,**** and $5,000,****.

Responses to this IFB must be received August 14, 2026, 10:30 am Central Time.

Payment will be made in accordance with the pricing provided on Exhibit C. Invoices must include the contract or purchase order number and describe the work completed.

Award will be made to the bidder who provides the best value to the state, considering bidder meeting or exceeding requirements, ability to meet performance delivery, and price.

Bidders must have a minimum of three years of relevant experience. Personnel assigned to perform services must also have at least three years of relevant experience.

A mandatory onsite visit will be conducted on July 29, 2026, at 10:30 am Central Time. Failure to attend in person will result in disqualification.

Questions or clarifications submission deadline is July 31, 2026, 10:30 am Central Time.

Failure to attend the mandatory onsite visit, not being listed on the attendance log, submitting exceptions to the IFB, including assumptions in the response, or failing to comply with communication restrictions may result in disqualification.

Bids must be submitted electronically through the City's BidNet Direct procurement portal no later than 2:00 p. m. on the submission due date.

The contractor shall submit separate monthly invoices for each aquatic facility, including invoice number, date, PO number, facility name, delivery dates, product delivered, quantity delivered, unit price, extended price, applicable taxes, and contractor contact information. Invoices shall reconcile with delivery tickets.

The successful bidder shall have a minimum of three (3) years of experience supplying aquatic treatment chemicals to municipalities, public agencies, school districts, or commercial aquatic facilities. They must also possess and maintain all required federal, state, and local licenses, registrations, permits, and transportation authorizations.

If contractor performance results in an interruption of aquatic operations or prevents the city from maintaining required water quality standards, the city reserves the right to procure chemicals from another source. To the extent permitted by law, any additional costs incurred by the city as a result of the contractor's failure to perform may be recovered from the contractor.

Unsafe delivery practices that jeopardize the safety of city employees, contractors, or the public may constitute grounds for termination of the agreement. Failure to maintain required licenses, permits, insurance, or certifications, or failure to comply with applicable laws and regulations, can also lead to termination.

Qualified vendors choosing to bid must have stock and a walk-in parts counter located in the metropolitan St. Louis area.

The district estimates that during the term of this agreement it will spend approximately $35,000 for a twelve (12) month period.
