Delivery is required within 60 days after receipt of order.

Payment requests shall be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform (IPP). The contractor shall use the ipp website to register access and use ipp for submitting requests for payment.

The government will award a firm fixed price purchase order to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following shall be used to evaluate quotes: Technical capability: i. The quoted items must meet or exceed the quality and specifications of the listed products. ii. The government will consider the quoted delivery schedule and quotes should include the deliveryinstallation schedule. iii. The government may consider past performance when evaluating the quote.

The acquisition is set aside for Indian Small Business Economic Enterprises (ISBEE). Prospective contractors must complete and submit the Indian Affairs Indian Economic Enterprise Representation Form with their quote. The offeror represents as part of its offer that it does does not meet the definition of indian economic enterprise iee as defined in diar **** and that it intends to meet the definition of an iee throughout the performance of the contract.

Any false or misleading information submitted by an enterprise when submitting an offer in consideration for an award set aside under the buy Indian act is a violation of the law punishable under 18 **** claims submitted as part of contract performance are subject to the penalties enumerated in 31 **** to **** and 18 u. s. c. 287.

Delivery performance location specified: after award, all deliveries shall be made and all services provided to Horry County Schools Transportation ****, Conway, SC ****.

Payment will be made in accordance with section **** of the South Carolina Consolidated Procurement Code and disbursement regulations. Delay in receiving invoices, as well as errors and omissions on the invoices, will be considered just cause for withholding payment without losing discount privileges.

Contractor must provide the manufacturer's standard written warranty upon delivery of product. Contractor warrants that manufacturer will honor the standard written warranty provided.

Award will be made to the lowest responsible and responsive offeror whose quote meets or exceeds all the requirements of set forth in this solicitation.

Mandatory minimum qualifications include experience providing RFID card and student transportation solutions for K12 school districts, proven implementation success with routing, tracking, or tap-to-ride systems, and availability of technical support, training, and warranty services.

In case of default by the contractor, Horry County Schools reserves the right to purchase any or all items in default in the open market, charging the contractor with any additional costs.

Failure to comply with instructions, such as signing the quote by an authorized representative and noting terms, may result in disqualification of the quote.

The vendor awarded the contract must be prepared to print and deliver all materials to the Board of Elections within seven (7) calendar days after copy is furnished. Deliveries must be made directly to the Otsego County Board of Elections at 140 County Highway 33W, Suite 2, Cooperstown, NY ****, during hours of 9:00 AM and 4:00 PM, unless other arrangements are agreed upon.

Payments will be made with the Peoplesoft purchase order, receipts, and vendor's original invoice.

Municipalities require a one-year warranty from the date of acceptance to correct any failure or defect in material and workmanship at no additional cost. If the manufacturer's warranty extends longer, the remaining term will be in effect.

The county reserves the right to reject any or all bids. Bids will be evaluated by Otsego County and the department requiring the goods or services. The award will be made to the lowest responsible bidder.

Vendor must be in full compliance with New York State Election Laws and receive certification from Hart Verity Voting Systems. A minimum of five (5) years of specialized experience printing election materials is required. Three (3) letters of recommendation are also required.

Failure to deliver as guaranteed may result in termination of the contract and disqualification from receiving contracts for at least two years. The municipality will assume no liability for any expense or loss because of such termination.

Samples are required to be furnished by the bidder at the request of Otsego County, at no cost to the municipality. Some samples may be retained for the life of the contract.
