This is a combined synopsis solicitation for a Blanket Purchase Agreement (BPA) for Piaggio P180 Avanti aircraft and qualified flight instructors for qualitative evaluation flights at the U. S. Air Force Test Pilot School, Edwards AFB, CA. The anticipated magnitude of this effort shall not exceed $350,**** total for the entire 5-year period per offeror. The contract is set aside for small business concerns. Offerors must submit quotes electronically, including pricing for services and supplies. The period of performance is a 5-year BPA. The North American Industry Classification System (NAICS) code is **** (Flight Training) with a size standard of $34M. Pilots must possess an FAA Commercial Pilot Certificate, relevant type rating, and a minimum of 1,500 flight hours, including 250 hours in type. Instructor pilots must be FAA certified flight instructors with at least 500 total instructor hours and experience instructing at USAF TPS within the past 5 years. Aircraft must have a standard airworthiness certificate or a special aircraft worthiness certificate with an FAA-approved program letter or LODA. The pilots shall possess at a minimum the following qualifications: faa commercial pilot certificate. type rating, letter of authorization or proper logbook endorsement as required by 14 cfr, part 61 or 91. current and qualified in aircraft type as required by 14 cfr, part **** 1, 500 flight hours, including 250 hours in type. instructor pilot must be a faa certified flight instructor with at least 500 total instructor hours. experience instructing at the usaf tps within the past 5 years.
