The deadline to submit proposals is May 21st at 2:00 p. m.

Proposals shall be submitted by firms with a minimum of three 3 prior projects within the last five 5 years of similar scope. Firms shall have sufficient, readily available resources in the form of trained personnel, support services, specialized consultants and financial resources to carryout the work without delay or shortcomings.

The bid notice states that the anticipated period of performance is 365 days.

The bid notice states that a comprehensive warranty and a plan for long term operation and maintenance support are required.

The bid notice requires offerors to provide their complete corporate information, including name, address, point of contact, unique entity identifier, cage code, business size, socio-economic classifications, and relevant NAICS code designations. They must also state their bonding capability and provide a comprehensive narrative describing their capability to perform the project, including managing subcontractors, preparing permits, and executing the project concurrently with other contracts. Relevant past performance with at least three projects completed or 50% complete within the last six years, performed on a U. S. or allied military installation under a U. S. government contracting agency, with a construction value between $1,000,000 and $5,000,000, and demonstrating significant experience with chiller and control system projects for vertical wind tunnels or systems of equivalent technical complexity is required. Additionally, offerors must provide their CMMC Level 2 status or anticipated compliance timeline.

The bid notice states that the estimated magnitude of construction is between $1,000,000 and $5,000,000.

The Town must receive your proposal no later than 12:00 p. m. on Friday, May 8, 2026. The completion of work is scheduled for November 15, 2026.

The Town will pay the contractor within thirty (30) days after receipt of the contractor's invoice based upon the percentage of work completed within the thirty (30) day billing period, provided the work is completed to the reasonable satisfaction of the Town.

The contractor warrants to the Town that materials and equipment furnished will be new and of good quality, the work will be free from defects, and the work will conform to the requirements of the contract documents and all manufacturers' requirements. The contractor shall correct defective work at no cost to the Town for a period of twenty-four (24) months after the final completion of the work.

The selection for award will be based on the lowest responsible and qualified bidder. Responsibility will be evaluated based on the candidate's previous experience, qualifications, quality of the proposal, references, quality of samples of previous work products, and the ability to competently complete the work within the allotted budget and period of time.

To qualify for a contract award, a proposer must have specific work experience in completing similar projects. Qualifying bidders must have similar related background and experience in historic architecture.

A mandatory walk-through will be held on Wednesday, April 22, 2026, from 11 AM to 1 PM at the Cove Warehouse. You must attend the walk-through to submit a proposal.

The notice does not explicitly mention the submission of samples. However, it states that responsibility will be evaluated based on quality of samples previous work products.
