The period of performance will be negotiated for each task order (TO). The contractor shall be required to commence work and complete the entire work not later than the completion time specified on the TO.

Warranties are addressed in Section D, subsection 8 of the Statement of Work.

The contractor shall provide a qualified program manager (PM) with specific experience. Personnel operating motor vehicles must possess a valid driver's license. Specific certifications are required for certain tasks, such as cross-connection and backflow prevention device testing.

Liquidated damages may be assessed if the contractor fails to complete the work within the time specified in the TO. These will be defined for each TO in the TO RFP.

A mandatory site visit is scheduled for July 9, 2026, at 1:00 PM EDT. please note the site vist time for the seed project has changed from thursday, 09 july 2026 at 10:00am edt to thursday, 09 july 2026 at 1:00pm edt.

Material samples are required for submittals and become the property of the government. all samples provided for approval shall become property of the government.

Unreasonably high or unrealistically low coefficient rates may be grounds for eliminating a proposal from competition. Individuals attempting access may be denied entry if they fall within specific categories.

The estimated maximum contract amount is $7,500,****. he estimated maximum contract amount is 7, 500, **** including all options, if exercised.

Bidders are urged to mail their bid in early. Late bids will not be accepted and will be returned unopened to the bidder. The contract period is 365 calendar days from the date of a fully executed contract.

Payments cannot be processed by the county until contract items have been delivered in satisfactory condition with an invoice referring to the purchase order number and mailed to the bill-to address indicated on the purchase order. The county will pay the proper amounts due within sixty 60 days of receipt by the county of the invoice with any requested supporting documentation and approval of the invoice by the Ulster County Comptroller.

The contractorvendor shall provide a three 3 year contractors and a twenty 20 year manufacturers warranty. The manufacturers warranty shall include labor and material coverage with no dollar limit against leakage.

Items will be awarded in whole, based on the lowest responsive, responsible bid.

The county reserves the right to make such investigation as it may deem necessary or advisable to determine any bidders ability to do the work, and the bidders shall furnish to the county, on request, all data and information pertinent thereto. The county reserves the right to reject any bid if such investigation fails to satisfy the county that the bidder is fully qualified to do the work. Financial instability of a bidder may be cause for nonaward.

Should the successful bidder fail to meet a delivery date required by the specifications, the county director of general services has the discretion to cancel the order and terminate the contract. Should any material or equipment delivered fail to meet the specifications, the county director of general services has the discretion to require the successful bidder to replace the same.

A site visit is highly recommended and will be held on Tuesday, July 28, 2026, at 10:00 am at 50 Center Street, Ellenville, NY. Interested parties shall meet at the front main entrance to the Trudy Resnick Farber Center building.

Samples, when required, must be submitted strictly in accordance with instructions, otherwise, bid may not be considered. If samples are requested subsequent to bid opening, they shall be delivered within ten 10 days of the request.

Any errors in the bid award which are the fault of the county must be forwarded, in writing, to the Ulster County Department of General Services within five 5 working days of the notification of award.

Bids that do not have all applicable lines filled in on bid sheet may be disqualified as nonresponsive. Failure to sign certification and signature form or failure to include necessary bid deposit will automatically render a bid unacceptable.
