This is a combined synopsis/solicitation for commercial items for a preventive maintenance and unlimited repair agreement for an Analytik-Jena TOC nitrogen analyzer. The agreement is for a base period plus four option years. The service includes annual scheduled preventive maintenance, unlimited onsite corrective maintenance with a 7-business-day response time, OEM compliance, software/firmware updates, qualified technicians, priority technical support, and call center access. Service records and reports are required. The place of performance is the US FDA CBER facility in Silver Spring, MD. Quotes are due by email on June 19, 2026, 1:30 PM Central Time. Offerors may inspect the existing instruments and site prior to the quote due date. Technical capability, past performance, and price will be evaluated. Offerors must submit an accessibility conformance report (ACR) for documentation purposes.

Net 30 days after government acceptance of a proper invoice, which shall only be submitted after services have been performed. Advance payments will not be made. Contractor may submit invoices monthly, quarterly or annually, in arrears.
Technical capability, past performance, and price are the evaluation factors. Technical capability and past performance, when combined, are relatively equal in value and collectively more important than price, although price remains a significant consideration.
The contractor shall have the technical understanding, skill, resources, and training to make all repairs and provide preventative maintenance and repair services. If not the OEM, provide demonstrated and verifiable prior experience providing the same or near same repair and support activities for this OEM equipment, including qualifications of field service engineers/technicians, a verifiable established supply chain with the OEM for specifications, manuals, software/firmware updates, parts, components, subassemblies, and reachback technical support.
Offerors are afforded the opportunity to inspect the existing instruments and site, at their own expense, prior to the date set for receipt of quotes by contacting the contract specialist/contracting officer identified herein to schedule an appointment.
Failure to inspect the instruments/site will not relieve the successful offeror from fully meeting the requirements of the resulting contract at the price offered. Offerors that fail to complete the required representations and certifications, or reject the terms and conditions of the solicitation may be excluded from consideration. Submissions with macros will be considered nonresponsive.
