Bid submission deadline is August 14th, 2026, at 3:00 PM Pacific Time.

For projects under 30 days, payment is upon completion. For longer projects, monthly progress payments are made. A 5% retention will be deducted from each progress estimate for contracts over $5,000.

Warranty duration and limitations must be identified by the contractor in the bid. Manufacturers' warranties for materials and parts are transferable to the city.

The city will award this contract to the lowest bidder that meets the requirements and criteria set forth in this document.

Contractors must possess a California State C-39 license and be in good standing, registered with the California Department of Industrial Relations. A minimum of five years of continuous building construction experience is required.

Contractors may face penalties for failing to begin delivery, maintain delivery rates, execute work as specified, or maintain the work schedule. Penalties also apply for violations of prevailing wage laws.

A pre-bid site visit is optional and scheduled for Wednesday, August 5th, 2026, at 10:00 AM at the Santa Paula Community Center.

Any explanations desired by the proposer regarding the meaning or interpretation of specifications must be requested in writing not less than seven calendar days prior to the bid due date.

Communications initiated by respondents with city council members or city personnel, other than through the designated point of contact, shall be grounds for disqualification.
