Bids shall be electronically uploaded, no physical bids shall be received, opened or honored. It is the bidders responsibility to ensure that the bid package is delivered by the bid opening date and time. Any bid document received after the deadline established by the department of purchasing will not be accepted, regardless of the method of delivery. The bid opening is scheduled for July 15, 2026, at 10:00 AM prevailing time.
Payment shall include all labor, materials, equipment, permits, disposal costs, supervision, testing, commissioning, and documentation necessary for a complete installation. No additional compensation shall be made for work required to obtain utility rebate eligibility. As a condition precedent to final payment, the contractor shall submit copies of all utility incentive applications, evidence of utility preapproval, final fixture inventory, DLC qualification documentation, installation completion documentation, evidence that all available incentives have been applied for, and documentation demonstrating assignment of all incentives to the contracting unit. The contracting unit may withhold final payment until all required incentive documentation has been submitted and accepted.
The contractor shall provide a minimum five (5) year manufacturer's warranty covering LED arrays/modules, drivers and power supplies, and controls and sensors. Warranty shall include replacement materials and shipping costs.
Bidders are required to comply with the requirements of N. J. S. A. 10:5-31 et seq. and N. J. A. C. 17:27. The experience qualifications questionnaire must be filled out and submitted as part of the proposal. Failure to complete this form or to provide any of the requested information will be grounds for the rejection of the bid proposal.
If the contractor's failure to comply with utility program requirements, preapproval requirements, documentation requirements, equipment eligibility requirements, or installation requirements results in the reduction, denial, forfeiture, or loss of available utility incentives, the contractor shall be liable to the contracting unit for the full value of the lost incentives. Such amount may be deducted from monies otherwise due to the contractor or recovered by the contracting unit through any legal remedy available.
The contractor shall verify all field conditions prior to bidding. Submission of a bid shall constitute acknowledgment that the contractor has inspected the site and is familiar with all conditions affecting the work.
Failure to comply with utility program requirements, preapproval requirements, documentation requirements, equipment eligibility requirements, or installation requirements may result in the reduction, denial, forfeiture, or loss of available utility incentives. Failure to submit the required experience qualifications questionnaire or provide requested information will be grounds for rejection of the bid proposal. Failure to submit a bid guarantee, consent of surety, performance bond, or labor and material payment bond when required will be cause for rejection of the bid.
