This is a combined synopsis-solicitation for commercial items for timber stand improvement removal. The acquisition is a total small business set-aside. Vendors are encouraged to attend a site visit on Wednesday, April 1, 2026, from 10:00 AM to 1:00 PM CST. Questions are due by April 10, 2026, at 12:00 PM ET. Quotations are due by April 13, 2026, at 5:00 PM ET. The delivery date is 05/10/2027, with a period of performance from 05/11/2026 to 05/10/2027. The contract will be awarded to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered, using the lowest price technically acceptable criteria.
The USDA requires delivery of all items by 05/10/2027. Early deliveries will not be accepted.
Payment will be made by the government after inspection and acceptance of the work. Partial payment may be made if requested and specific units are completed satisfactorily.
The government will evaluate quotations based on the lowest price technically acceptable criteria. Only the lowest priced offer will be evaluated for technical acceptability.
Offerors must provide a detailed explanation of their ability to perform the required services, address any requirements they cannot accomplish, and provide resumes for proposed key personnel.
If work is performed unsatisfactorily, the contractor will be requested to correct deficiencies. If the work remains deficient or the contractor fails to perform duties, the contracting officer may have the work accomplished by other means and deduct the cost from payment.
Vendors are highly encouraged to attend the site visit on Wednesday, April 1, 2026, from 10:00 AM to 1:00 PM CST at the Monongahela National Forest Greenbrier Ranger District Office.
