The contract will be awarded to the most advantageous proposal from a responsible and responsive proposer, taking into consideration price and all evaluation criteria set forth in the RFP.
Proposers must be certified by the Department of Public Utilities, have employees with appropriate licenses, and possess a sufficiently sized, secure, and illuminated vehicle storage location within West Springfield.
A pattern of declining or passing on a tow when called by the police department will result in penalties up to and including termination of the contract.
Failure to meet minimum evaluation criteria, non-responsive proposals, or conviction of certain crimes by the contractor, owner, or employees can lead to disqualification or termination.
