This is a combined synopsis/solicitation for non-commercial products (shear pins) prepared in accordance with FAR Subpart 13. 2. The Naval Surface Warfare Center Indian Head Division (NSWC IHD) is seeking quotations for M26 shear pins. Key requirements include manufacturing according to specific drawings and specifications, cadmium plating, and rigorous testing and inspection. A first article sample is required for approval before production. Delivery is expected by September 30, 2026, for production quantities. ITAR certification is required for technical drawing release. The award will be made on a lowest price technically acceptable (LPTA) basis.
Production quantities are due by October 30, 2026. First article samples have a delivery date of August 31, 2026.
Payment requests and receiving reports are to be submitted electronically via Wide Area Workflow (WAWF). Specific document types for payment requests include invoice and receiving report for fixed-price line items.
The award will be made to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered, on a lowest price technically acceptable (LPTA) basis.
The contractor shall maintain a quality system that adheres, at minimum, to the requirements of ISO 9001:2015 standards. ITAR certification is required for technical drawing release.

A shear test sample of 50 each complete units is required as a portion of the production requirement for the first article. The vendor shall also complete shear testing of 13 pieces from line item 1 prior to submission.
Noncompliance with safety requirements may be cause for removal of a contractor or any contractor employee from the activity and may form the basis for contractual action, up to and including termination for default.
