The solicitation is for an enterprise learning
management system (LMS) with a 10-year period of performance, starting May 8, 2025, and including nine one-year option periods. The contract includes various professional services, including project
management, business analysis, IT design, development, testing, infrastructure, user support, operations, maintenance, training program planning, information assurance, security
management, assessments, internal audit, innovation, and transition planning. The system must be configurable, scalable, and available 24/7, except for routine outages. The contractor must comply with applicable federal security guidelines, standards, regulations, directives, and industry and government best practices for managing federal government IT infrastructure, including FedRAMP certification. The contractor must provide a performance work statement (PWS), performance measures, standards, recommended acceptable quality levels (AQLs), evaluation methods, quality control plan (QCP), and updated quality assurance surveillance plan (QASP) with incentives/disincentives. The contractor must also develop a plan to facilitate the transition of current work assignments to the new contractor. The contract is for multiple locations, with onsite services at the Administrative
