The Administrative Office of the United States Courts (AO) is seeking to procure Managed Unified Communications (UC) Services for Federal Defender Offices. This procurement is a justification for an exception to fair opportunity under a multiple award contract. The services are currently provided by AT&T under their GSA Networx contract, which is expiring. A transition to a new UC service provider, Lumen, under a GSA EIS contract is underway but has experienced significant delays. The transition plan includes new hardware deployment, migration of the Cisco Call Manager environment, and onsite support at all Federal Defender Organization (FDO) locations. The AO is exploring contingency options to maintain uninterrupted service. AT&T is identified as the only solution provider that can continue to provide the necessary functionality within the designated timeframe due to their existing infrastructure and expertise. Market research was conducted, identifying AT&T, Lumen, and Verizon as potential UC service providers under the EIS contract. AT&T remains the only vendor capable of leveraging existing government furnished equipment, minimizing transition complexity and avoiding redundant costs. The AO is in the process of migrating UC services to Lumen under contract ****, which was fairly competed. This new contract to AT&T is for the transition period only.

The bid notice states that the base period of performance is from 04/01/2026 to 09/30/2026, with option periods extending to 03/31/2027 and 09/30/2027. The projected completion of the UC migration is October 2026.
