SiloSmashers, Inc. possesses unique and specialized knowledge of DHS ST CIO requirements, activities, and stakeholders, and has the required resources to continue to perform the in-scope services.

The recertification audit should be conducted and completed by August 30th, 2026. The surveillance audits shall be conducted and completed by August 30th, 2027 and August 30th, 2028 respectively. The recertification audit shall take place during the week of August 24th through 28th, 2026.

The contractor shall audit and certify NUSTL's quality management system QMS with the ISO9001:2015 QMS standard. The contractorauditors shall: have experience with auditing federal laboratories, business practices and quality management systems. . . have a scientific background with nuclear safety practices preferred be able to conduct surveillance audits based on NUSTL's current certification status and provide detailed information on the certification transfer process provide a system that enables NUSTL to access certification documentation and status be accredited and its lead auditor shall be certified. Provide resumes of qualified auditors for review.

Responses to this RFI must be submitted no later than 3:00 p. m. Eastern Time (ET) on August 18, 2026.

Respondents should describe accounting and billing practices for invoicing parties based on actions such as storage, downloading, or using compute services, and explain if billing can be separated by action and how fees can be tracked and allocated, including options for the government to bear all or part of the costs.

Respondents should discuss their capabilities to provide the services of experienced program management, communications, business operations, and acquisition and financial management support personnel.

Failure to respond to this RFI will not preclude participation in any future solicitation.

Interested parties must demonstrate capabilities in providing a comprehensive range of day-to-day operations and maintenance services, familiarity with PIADC, knowledge of DHS and federal policies, experience within regulatory mandates, and experience with generally accepted standards. demonstrated experience providing a comprehensive range of daytoday operations and maintenance services, including but not limited to: facility upkeep and maintenance it support and help desk services hospitality and housekeeping hvac transportation and motor pool management e. g. , ferries, buses, vehicles skilled trades such as painters, carpenters, plumbers environmental protection cafeteria services emergency response including fire, emt, and health clinic services waste management records management and document control project, quality, and business management procurement mail processing and courier support staff training asset management administrative services development of standard operating procedures occupational health clinic services and workplace safety.

Responses must be provided no later than August 14, 2026, at 3:00pm.

Respondents must describe their university's/institution's knowledge, experience, and capacity to administer FAR-based BOAs, and their willingness to accept task/delivery orders.

Non-responses will be assumed to indicate that the institution no longer wishes to receive a DHS COE BOA award.
