Award will be made to the offeror whose response represents the best value to the government, evaluated as lowest price technically acceptable. this procurement will be evaluated as lowest price technically acceptable, for the procurement of the following services.

All required licenses shall be provisioned and made accessible to authorized DECA administrative personnel no later than the contract start date of September 26, 2026. Initial operational capability (IOC) for PMO and Arts teams is required within 60 days after contract award, and for the HR team within 90 days after contract award. All initial user training sessions shall be completed within the first 120 days of the contract. All required licenses, as specified in the table above, shall be provisioned and made accessible to authorized deca administrative personnel no later than the contract start date of september 26, 2026.

The proposed Project Manager shall have at least five years of experience managing enterprise-level IT service management or project management platforms for U. S. federal government clients, a current PMP certification or equivalent, and demonstrated experience managing projects of similar size and complexity. The proposed Lead Technical Architect shall have at least seven years of hands-on experience designing, configuring, and deploying the Atlassian suite (Jira Software and Confluence), demonstrated experience performing complex data migrations, and hold a current Atlassian Certified Master or multiple Atlassian Certified Expert level certifications. The proposed project manager shall have, at a minimum: five 5 years of experience managing the implementation of enterpriselevel it service management or project management platforms for u. s. federal government clients.
