The bid notice states that the contract was awarded on a 8(a) sole source basis in accordance with FAR ****, 10 ****(a)(5), authorized or required by statute.

The anticipated delivery date shall be 6 months ARO (After Receipt of Order). Early deliveries are acceptable at no additional cost to the government.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Award will be made to the lowest price responsible offeror that is deemed eligible for award.

Offerors that do not provide substantiation of their status as IDSC Holdings LLC and Snap On or as an authorized distributor of IDSC Holdings LLC and Snap On, will be ineligible for award. Each offeror will either be eligible or ineligible for award. If an offeror does not provide the entire list of items, the offeror will be deemed ineligible for award. The vendor does have adequate resources to perform the contract, or the ability to obtain them; the vendor does have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them; the vendor does have the necessary production and technical equipment and facilities, or the ability to obtain them; and, the vendor is able, to comply with the required or proposed performance schedule, taking into consideration all existing commercial and governmental business commitments.

The government will consider all responses received within fifteen days after the date of publication of this synopsis.

The bid notice states that the government intends to solicit and award a fixed price contract on a sole source basis to Safran Electrical Power. The government will consider all information received prior to the closing date of this notice. A determination by the government not to compete this procurement based upon responses to this notice is solely within the discretion of the government.
