This is a solicitation for water vending services at the Naval Undersea Warfare Center Division Newport (NUWC DIVNPT). The contract period is 60 months. The contractor shall provide water dispensing machines to up to 81 buildings on NUWC DIVNPT and Naval Station Newport premises. The contractor agrees to remit a flat fixed percentage of gross sales per month to NUWC DIVNPT's Civilian Morale Welfare and Recreation Food Services Board (CMWRFSB). Payments are due within 14 days of drop off and must be directly deposited into a bank account controlled by CMWR. Failure to make payment is a material breach. Machines must be equipped with hot/cold options, thermal overload protection, and be firmly anchored. The contractor is responsible for all permits, licenses, fees, and compliance with laws. Maintenance and repairs must be performed within five working days of notification, and service calls responded to within one business day. The contractor shall keep machines stocked and respond to empty machines within two business days. Machines must be installed and operational no later than 45 days after receipt of subscription request. Proposals must be submitted electronically and include a cover letter, percentage of gross sales, contractor subscription process, and past performance information. Award will be made to the responsible offeror whose proposal offers the best overall value based on percentage of gross sales and past performance.
The contractor shall have all machines installed and operational no later than 45 days after receipt of subscription request from the water pool manager and continue for a period of 60 months. The period of performance of this contract shall not exceed 5 years.
The contractor agrees to remit to the NUWC DIVNPT's Civilian Morale Welfare and Recreation Food Services Board (CMWRFSB) a flat fixed percentage of gross sales per month. The contractor shall make payments within 14 days of drop off. Payments shall be directly deposited into a bank account controlled by the CMWR. Deposits shall be made no later than the last day of the third month of the contract, and every three months thereafter.
Award will be made to the responsible offeror whose proposal contains the combination of those criteria offering the best overall value to the government, evaluated on two factors: total remittance percentage from the vendor to NUWC DIVNPT, and past performance.
The offeror must be registered with the government's System for Award Management (SAM). Past performance references shall reflect experience performed within five years of the issue date of this solicitation. The contractor shall furnish a sufficient number of trained employees for efficient performance and meet security standards.
Failure to make a payment will constitute a material breach and can be grounds for immediate contract termination. Liquidated damages may apply if applicable.
The solicitation does not indicate a requirement for a site visit.
The bid notice does not require sample submission.
All questions concerning this procurement must be submitted in writing within twenty (20) calendar days after release of the RFP.
