MARAD is seeking third-party vessel inspection services for up to six vessels. The contract will be a one-year firm-fixed-price IDIQ. Inspections will cover hull, machinery, cargo equipment, coatings, safety, structural integrity, and pollution prevention. A detailed post-inspection report is required within 45 days. Proposals are due by June 4, 2026. Award will be based on best value, with technical capability, past performance, and management/staffing being more important than price.
All reports are due within 45 days after the onsite inspection. The final detailed report will be delivered within 45 days after the inspection.
Payment will be made by DOT utilizing the Delphi e-Invoicing web portal. Invoices must be submitted electronically via the Delphi e-Invoicing web portal, authenticated via login. gov. Payment will be based on receipt of a proper invoice and satisfactory contract performance.
Award will be made on a best value basis, considering technical capability, past performance, management and staffing, and price. Technical, past performance, and management staffing, when combined, are significantly more important than price.
Offerors must submit a comprehensive technical proposal demonstrating their ability to perform the work, including a sample copy of their vessel inspection report. Resumes of key personnel are also required.
