Eddy County is seeking proposals for inmate commissary services for the Eddy County Detention Center. Proposals must be submitted electronically through the Eddy County Procurement Portal by April 29, 2026, at 2:00 PM MST. The contract term is anticipated to be one year, with options for renewal up to three additional one-year terms. Penalties for violations of the procurement code are outlined. Offerors must adhere to specific response formats and evaluation criteria, which include contractor experience, qualifications, proposal price, and work plan. The county reserves the right to accept or reject any proposal. All questions must be submitted in writing to the Procurement Administrator by April 22, 2026.
The proposal deadline is April 29, 2026, at 2:00 PM MST. The contractor shall start providing services within 30 days of execution of a mutually agreed upon contract.
Payment terms are net 30 days after the county certifies that all services have been received and the invoice is correct.
The award will be made to the offeror whose proposal is most advantageous to the county, taking into consideration price and the evaluation factors set forth in the RFP.
The evaluation committee may make investigations to determine the ability of the offeror to adhere to the requirements specified in this RFP. The evaluation committee will reject the proposal of any offeror who is not a responsible offeror or fails to submit a responsive offer.
NMSA ****, sections **** through **** of the Procurement Code, imposes civil, misdemeanor and felony criminal penalties for its violation. In addition, the New Mexico criminal statutes impose felony penalties for bribes, gratuities and kickbacks.
Any protest by an offeror must be timely and must comply with NMSA **** sections **** through ****, as well as the Eddy County Procurement Policy. The protest period for timely offerors is fifteen (15) calendar days following the notice of intent to award.
