The Office of State Procurement has suspended in-person attendance at public bid openings. Bidders must submit electronic responses via a provided online link. The contract is for
waste disposal services for the Office of State Buildings and Louisiana Supreme Court, effective July 1, 2025, and ending June 30, 2026, with a possible extension for two additional 12-month periods. All attachments must be printed and reviewed. Bidders must be registered in the LAgov vendor system. A W9 is required for newly registered vendors. Bid prices must be typed, written in ink, or submitted online. All bids must be received at the specified address or submitted online by the bid opening time. Faxed alterations to bids received before the opening time will be considered, provided the bid form and faxed alteration have been received and timestamped before the opening. Alterations to price must be received in a sealed envelope with the bid number, opening date and time displayed on the outside of the envelope and time stamped before bid opening or via the online vendor portal. The entire bid should be returned, except item pages not bid. Bidders must specify the brand and model number of the product offered. Bidders proposing an equivalent brand or model should submit with the bid information such as illustrations, descriptive literature, technical data sufficient for the state of Louisiana to evaluate quality, suitability, and compliance with the specifications in the solicitation. The successful contractor must provide one 30 cubic yard self-contained compactor to be picked up on an as-needed basis. The bid must include delivery of all items f. o. b. destination. Vendors are responsible for including all applicable taxes in the bid price. All products for purchase must be new, never previously used, and the current model and/or packaging. The manufacturers standard warranty will apply unless otherwise specified in the solicitation. The state of Louisiana has the right to terminate the contract for any of the listed reasons. The state of Louisiana may terminate the contract for convenience at any time by giving thirty (30) days written notice to the contractor. Failure to deliver within the time specified or to provide the services as specified in the bid will constitute a default and may cause cancellation of the contract. All contracts shall be construed in accordance with and governed by the laws of the state of Louisiana. Bidders must comply with all applicable federal and state laws and regulations. By signing the bid or submitting the bid online, the bidder certifies compliance with all instructions to bidders, terms, conditions, and specifications, and further certifies that this bid is made without collusion or fraud. The bidder must indicate which of the following applies to the signer of this bid. In awarding contracts after August 15, ****, any public entity is authorized to reject a proposal or bid from, or not award the contract to, a business in which any individual with an ownership interest of five percent or more, has been convicted of, or has entered a plea of guilty or nolo contendere to any state felony or equivalent federal felony crime committed in the solicitation or execution of a contract or bid awarded under the laws governing public contracts. The contractor hereby agrees to adhere to the mandate dictated by the Copeland antikickback act, the clean air act, the energy policy and conservation act, the clean water act, the antilobbying and debarment act, and the prohibition of discriminatory boycotts of Israel. The contractor shall comply with the provisions of La. R. S. 23:995 and federal law pertaining to everify in the performance of services under the contract. All bid amounts shall be submitted in United States dollars. The bidder certifies that the price submitted was independently arrived at without collusion.
