Proposals must be emailed by September 3, 2026, at 1:00 PM local time.

The state will pay vendors monthly, within 45 days of receiving a billing, supported by payroll data and an itemized accounting of costs. Final settlement will be within 60 days of final written acceptance.

Proposals will be evaluated based on demonstrated ability (15 points), program design (40 points), program placement (30 points), and cost/budget (15 points). Employer participation is a mandatory requirement.

Vendors must demonstrate organizational capacity, statewide partnerships, and experience in managing comprehensive cooperative education programs. They must also comply with WIOA requirements and Delaware Department of Labor policies.

Failure to comply with background check requirements may subject the vendor to penalties, including contract cancellation for cause.

A mandatory pre-bid meeting is scheduled for August 11, 2026, at 1:00 PM. Vendors not attending will be disqualified.

Samples or brochures may be required by the agency for evaluation purposes.

Protests based on any omission or error, or on the content of the solicitation, will be disallowed if not brought to the attention of the designated contact in writing no later than ten calendar days prior to the time set for opening of the proposals.

Vendors may be disqualified if they do not attend the mandatory pre-bid meeting, if their proposal is incomplete or conditional, or if they fail to adhere to specific formatting and submission requirements.

The amount available for this RFP is $1,000,000.

The vendor will provide a warranty that the deliverables will function as designed for a period of no less than one (1) year from the date of system acceptance.

The contract shall be awarded to the vendor whose proposal is most advantageous, taking into consideration the evaluation factors: qualifications and experience of persons (70%), company oversight and ongoing project support (20%), and references (10%).

Vendors must provide Delaware licenses and/or certifications necessary to perform services, complete all appropriate attachments and forms, and provide proof of insurance.

The state of delaware may include in the final contract liquidated damages provisions for non performance.
