Red Clay Consolidated School District - De - Agency Bids & RFPs

Proposals must be submitted via email to ***@***. *. * by August 12, 2026, at 2:00 PM. Late bids will not be considered.

Invoices for compensation will be submitted to the transportation department's homeless liaison. All travel expenses and administrative costs are borne by the vendor.

The award shall be made to the responsible vendors whose proposal is most advantageous to the school district, taking into consideration the evaluation factors set forth in this request. Criteria include vendor experience, available staff, customer service, geographical location, and cost of service.

Vendors must possess a minimum of 3 years of experience in fleet/mass transportation management, provide 3 business references, have clean, maintained, and reliable vehicles not older than 10 years, and ensure all drivers and aides attend bus aide school. Background checks and child protection registry checks are mandatory for personnel with direct contact with children.

If the contractor does not fulfill its obligations, the district may purchase an equivalent product on the open market, and the difference in cost will be the contractor's responsibility.

Failure to submit proposals by the deadline, misinterpretation of instructions, failure to provide required documentation (e. g. , background checks, insurance), or non-performance of contract obligations can lead to disqualification or contract termination.

Proposals must be received by June 17, 2026, @2:00 PM. Bid proposals not received in the central bidding department by the time set for the bid opening will not be considered.

The districts reserves the right to award the bid to the lowest qualified bidder meeting specifications by item, in total, or any other method, whichever is deemed by the districts to be in its best interest. The award shall be made to the offerors whose proposal is most advantageous to the districts, taking into consideration the evaluation factors set forth in the rfp. The award may be made upon criteria which do not include price.

Samples may be requested for examination and appraisal, either prior to, at the time of the bid opening, or within ten calendar days following the request. Samples not provided as requested, will be reason to reject the bid for that item.

The bid notice states that sealed bids will be received until 11:00 AM local time on Thursday, June 11, 2026. The bidder bears the risk of late delivery, and any bids received after the stated time will be returned unopened.

Bidders will not be subject to discrimination on the basis of race, creed, color, sex, sexual orientation, gender identity or national origin in consideration of this award, and minority business enterprises, disadvantaged business enterprises, women-owned business enterprises and veteran-owned business enterprises will be afforded full opportunity to submit bids on this contract.

A mandatory prebid meeting will be held on Tuesday, May 26, 2026, at 1:00 PM at the Stanton Middle School, **** Limestone Road, Wilmington, Delaware ****, for the purpose of establishing the listing of contractor/subcontractors and to answer questions. Attendance of this meeting is a prerequisite for bidding on this contract.
