Sussex County is requesting sealed competitive proposals for the purchase and delivery of new Type I or Type III ambulances. The county intends to purchase up to nine ambulances between FY 2027 and FY 2029, with the option for fire/ambulance companies to purchase additional units under the same contract. Ambulances must meet federal standards, Delaware Fire Commission requirements (**** compliant), and industry guidelines. The expected delivery is a turnkey solution. Proposals are due by July 20, 2026, at 3:00 PM EST. Evaluation will be based on cost, specifications, service capabilities, and delivery schedule. An optional pre-bid meeting is scheduled for June 29, 2026. The contract period is from the date of award through June 30, 2029.
The delivery of the vehicles shall be determined by the fireambulance company receiving the vehicle. Vendor shall coordinate the delivery to allow an authorized representative of owner and company to inspect the vehicles. Vehicles must be delivered with the certificate of origin. The company will be responsible for completing title and tag work. If conversion work is necessary, the vehicle will be delivered to the conversion vendor. The vehicles shall be delivered to the site defined in article 5. 00, by the vendor within the delivery time listed on the bid form.
Owner shall make the final payment of the base bid amount in a lump sum within thirty days after owners issuance of final acceptance for the vehicles that have been delivered and approved. Any payment for add alternates is the sole responsibility of the company taking possession of the ambulance.
All special warranties and guarantees required by the specifications shall expressly run to the benefit of owner.
The proposals will be evaluated on cost, ability to provide required specifications, service capabilities, and delivery schedule.
The bidder shall submit an original completed, signed copy of the bid form, service questionnaire, bid schedule, certification of bidder, and completed technical specification pages. In addition to these forms, bidder shall include an interior and exterior layout drawing containing four sides and roof concept, electrical schematic, material specifications, and a compliance certificate.
In the event the materials/equipment are not supplied within the time limit stated in contract documents in a manner satisfactory to Sussex County, bidder shall be liable and hereby agrees to pay the owner, as a penalty, five 5 percent of capital costs per calendar day for each and every day that said materials/equipment are not supplied after the expiration of the contract time for completion.

Bidders may be required to submit bid samples, descriptive literature, and technical data, and may submit to inspection or testing of the materials/equipment prior to award.
A bid proposal may be rejected for one or more of the following reasons: 1. The person or entity responding to the invitation to bid is determined to be nonresponsive or nonresponsible pursuant to 29 **** 2. It is unacceptable 3. The proposed price is unreasonable or 4. It is otherwise not advantageous to the county or Sussex County Volunteer Firefighters Association.
