Fulton County Government - Agency Bids & RFPs

Emergency requests require delivery within eight (8) hours. High priority requests require delivery within seventy-two (72) hours. Routine requests require delivery within five (5) days.

All payments will be made via electronic funds transfer (EFT). Awarded vendors must register in the vendor self-service system to receive payment.

Repairs shall be guaranteed not to leak for one full year from the date of the repair. The contractor shall guarantee product against any defect in workmanship or materials.

Award will be made after evaluating the prices, responsiveness, and responsibility of each bidder. Responsiveness includes completeness of material, documents, and information, and a complete bid form without irregularities. Responsibility includes the ability, capacity, skill, character, integrity, reputation, judgment, experience, efficiency, quality of performance, technical experience, personnel, equipment, and financial means of the bidder.

To be considered responsive, the contractor must be registered and licensed in the state of Georgia, if such registration or license is normally required. The contractor shall maintain its license for the duration of the agreement.

In case of default by the successful bidder, Fulton County may procure the articles or services from another source and hold the successful bidder responsible for any resultant excess cost.

There will not be a scheduled site visit for this project.

Protests arising from factual or legal basis that the protestor knew or should have known prior to the submission of the bid/proposal must be submitted within three business days of the submission of the bid/proposal. Protests arising from factual or legal basis that the protestor knew or should have known subsequent to the date the bid/proposal was submitted must be submitted within ten business days after the protestor knew or should have known of such basis, but in no event shall any protest be submitted more than ten business days after the award of the contract.

Submission of more than one bid for the same work, evidence of collusion, previous participation in collusive bidding, submission of an unbalanced bid, or lack of competency of bidder may be considered as sufficient for disqualification.

Quotes must be received no later than 2:00 p. m. on Monday, June 29, 2026.

The county payment terms are net 30 days. The payment term shall begin on the date the merchandise is inspected, delivered and accepted by the county and the correct invoice is received by accounts payable.

Awarded to the overall lowest responsive and responsible bidder. The following criteria may be considered by the county in selecting the most advantageous quote: a ability to perform the service required within the specified time b conformance to specification c the quality of performance in previous contracts d financial ability to perform the contract e item pricing f vendor references.

Vendors must be qualified and submit responses online via Bidnet Direct. The county shall award to the overall lowest responsive and responsible bidder complying with the provisions of the equote.

Samples of items when required, must be furnished free of expense to the county. Samples of selected items may be retained for comparison purposes.

Protests must be submitted in writing to the purchasing agent. Protests arising from factual or legal basis that the protestor knew or should have known prior to the submission of the bidproposal must be submitted within three business days of the submission of the bidproposal.

Violation of contact instructions will result in the bid being found nonresponsive. Submission of more than one bid as the primary bidder may be grounds for disqualification.

The term agreement purchase order shall not exceed the amount of $100,****.

Responses must be received no later than 2:00 p. m. on Monday, June 29, 2026.

Vendors must be qualified bidders and comply with the Illegal Immigration Reform and Enforcement Act, including registration and use of the federal work authorization program (E-Verify), and provide a signed, notarized affidavit.

Vendors can visit each site at their convenience.

Samples of items when required, must be furnished free of expense to the county and upon request, be returned to the vendor at the vendor's expense. Samples of selected items may be retained for comparison purposes.

The total contract amount for the project shall not exceed $123,****.

Proposals are sought from qualified and experienced firms. Specific forms require disclosure of business development, relationships with Fulton County, and any past litigation or investigations. Failure to fully and truthfully disclose the information required, may result in the disqualification of your bid or proposal from consideration or termination of the contract, once awarded.

Failure to provide required disclosure, submit officially signed and notarized documents or respond to any and all information requested/required by Fulton County can result in the bid/proposal declared as nonresponsive. Failure to satisfactorily discharge promises of non-discrimination may constitute a material breach of contract, entitling the board to declare the contract in default and exercise applicable rights and remedies, including cancellation, termination, suspension, debarment, and withholding of compensation.

Failure to fully and truthfully disclose information required in the questionnaire may result in disqualification. False affidavits regarding local preference or service-disabled veteran preference can lead to the business being deemed nonresponsive. Failure to provide required disclosure or submit officially signed and notarized documents can result in the bid/proposal being declared nonresponsive.

Responses must be received no later than 2:00 p. m. on Thursday, June 25, 2026.

Vendors must be qualified and provide proof that their product is safe to run in Vactor Manufacturing and US Jetting high-pressure sewer cleaning machines. Bidders shall quote prices valid for twelve 12 months.

Samples of items when required, must be furnished free of expense to the county and upon request, be returned to the vendor at the vendors expense. Samples of selected items may be retained for comparison purposes.

Protests arising from factual or legal basis that the protestor knew or should have known prior to the submission of the bid/proposal must be submitted within three business days of the submission of the bid/proposal.
