Proposals are due on 9/14/2026 no later than 3:00 PM EST.

The contractor will be compensated based on a processing fee per ton of MSW and a revenue-sharing arrangement for recovered commodities. Payment will be made monthly, within 30 days after the county's receipt and acceptance of an invoice.

The award will be based on a best value determination, considering technical approach, operational reliability, diversion performance, implementation plan, qualifications, financial capacity, price, local business preference, and MFD participation.

Contractors must demonstrate experience in providing similar services, have qualified key personnel, and possess strong financial capacity. Environmental compliance history will also be considered.

The contractor is responsible for payment of penalties or fines assessed by regulatory agencies for non-compliance. Failure to maintain the processing system may result in corrective measures by the county, with costs recovered from the contractor.

A site tour of the transfer station is scheduled for August 14, 2026, at 1:00 PM EST. It is highly recommended that all proposers attend. Appropriate attire is required for safety.

Protests must be delivered to the Director, Office of Procurement, within ten (10) days after the public posting of the proposed contract award, or before the proposal submission due date and time if seeking cancellation or amendment of the solicitation.

Failure to comply with directives, such as contacting evaluation committee members, may result in disqualification. Not being in good standing with the State of Maryland SDAT may also lead to disqualification.

Proposals must be electronically submitted no later than 2:00 PM on July 27, 2026.

The county's payment terms are net thirty (30) days.

Offerors may be required to furnish satisfactory evidence that they are qualified dealers or manufacturers of the items listed or are regularly engaged in performing the services for which they are submitting a proposal, and that they maintain a regularly established place of business.

Protests must be delivered in writing to the Director, Office of Procurement: within ten (10) days after the Director, Office of Procurement, publicly posts the proposed contract award, if the offeror seeks as a remedy the award of the contract or costs under section 11b36h of the Montgomery County Code, or before the solicitation proposal submission due date and time, if the offeror seeks as a remedy the cancellation or amendment of the solicitation.

Failure of an offeror to furnish requested information may constitute grounds for finding nonresponsibility of the prospective offeror. Vendors doing business in Maryland are required to be in good standing with the Maryland State Department of Assessments and Taxation (SDAT); if a firm has a forfeit status from SDAT, the county cannot enter into a contract until this status has been rectified.
