The performance period for the base contract is from 01 September 2026 to 31 August 2027, with four option years extending to 31 August 2031. Quotes submitted in response to this solicitation shall not contain nor be subject to the vendors standard commercial terms and conditions. Any quote submitted in response to this solicitation, which includes the vendors standard commercial terms and conditions may be considered a material defect and may be rejected as being nonresponsive to the solicitation.

Contract performance for Lot 1 is anticipated to commence on 01 June 2027 and for Lot 2 on 01 October 2027.

The contract type is anticipated to be a firm-fixed-price (FFP) award fee contract with reimbursable passthrough elements. The contractors firm-fixed-price fos per diem rates must include the full wages and fringe benefits for each crewmember for an eighthour workday, seven days per week including weekends and holidays 56 hours per week per person, and 365 days per year including all holidays.

Contractors must possess and maintain at least a secret-level facility security clearance at the time of proposal. Key shipboard and shoreside personnel must also possess and maintain secret security clearances. Technical personnel must be Microsoft Certified Systems Engineer or similar. The LAN IT manager must meet Information Assurance (IA) certification requirements stated in Department of Defense Directive **** series (DoD ****) as IAT Level 2.
