Seeking an Owners Advisor (OA) for programmatic management of a new Command and Control Facility (C2F) at Redstone Arsenal, AL. The project involves design and construction of a mission-critical facility for approximately 1,800 personnel, costing approximately $2 billion. The facility will include RF shielding, EMP protection, SCIF/SAP construction, and redundant infrastructure. Delivery will use a collaborative design-build methodology. The OA will help establish a scalable model for future Air Force projects, aiming to reduce traditional military construction timelines by 50%. Key responsibilities include program management advisory services, construction management services, and construction security. Proposals are due June 30, 2026. Respondents must have demonstrated success on complex projects exceeding $500M construction value using collaborative design-build, and a representative must possess a Top Secret/SCI clearance. The proposal due date is June 30, 2026. Milestone 1 (construction challenge) is expected to run from award through early design, August 1, 2026, to November 1, 2027. Milestone 2 (construction) runs through substantial completion, November 2, 2027, to September 1, 2031. Milestone 3 (closeout) runs from substantial completion, September 2, 2031, to December 31, 2032.
The proposal must include a proposed payment structure. The evaluation criteria mention open-book cost transparency toward a defensible guaranteed maximum price (GMP) as part of LOE 1 compliance.
The contract period of performance includes a 1 year warranty period as part of Milestone 3, ending December 31, 2032.
Submissions will be evaluated based on Experience (35%), Management Execution Strategy (30%), and LOE Compliance (30%). Specific criteria include proven collaborative delivery expertise, mission-critical high security experience, collaborative culture, innovative and rigorous approach, speed to capability methodology, C4IT integration strategy, and compliance with DBIA best practices for each Line of Effort (LOE).
Respondents must demonstrate success as an OA on complex projects at or exceeding $500M construction value, aligning with the DBIA DesignBuild Done Right framework. A representative must possess a Top Secret/SCI facility security clearance. Respondents must be CMMC Level 2 compliant or actively pursuing certification.
