Pueblo Water is seeking a contractor for asphalt installation and subgrade preparation at Jones Pump Station. Proposals are due August 4, 2026, 3:30 PM MST. A mandatory pre-proposal conference and site visit is scheduled for July 23, 2026, at 10:00 AM. The project completion date is November 30, 2026. Contractors must have at least 5 years of experience. Proposals can be submitted via email, online, mail, or drop-off. All work must comply with industry standards and local regulations. A one-year warranty is required for materials and workmanship. Liquidated damages of **** per day apply for late completion.

Payment can be made via procurement card (p-card) or check. For check payments, Pueblo Water will remit payment 30 days after receiving an invoice.
The contractor shall be responsible for a period of one year from the date of final acceptance for any repairs or replacements caused by defective materials, workmanship, or equipment.
The contractor shall have a minimum of 5 years of experience in subgrade preparation and asphalt installation and provide a listing of five projects completed.
Should the contractor fail to complete the work by the completion date, they shall pay **** per day as liquidated damages.
A mandatory preconstruction site visit will be held on Thursday, July 23rd, 2026, at 10:00 a. m. at the Jones Pump Station.
A protest must be submitted within three calendar days after the aggrieved person knows or should have known of the facts giving rise thereto. Challenges to requirements or specifications should be made within three calendar days of when the item being protested is known.
Proposals received after the due date and time will not be considered. Failure to meet minimum mandatory qualifications will disqualify the response. Significant exceptions to the RFP may also render a proposal nonresponsive.
