The City of Colorado Springs intends to make an award using the evaluation criteria listed in this RFP to determine the best value, considering all factors and criteria in the proposals submitted.

Each offeror must complete Exhibit 1 Qualification Statement. No contract will be awarded to any offeror who is in arrears to the City, upon any debt or contract, or who is in default, in any capacity, upon any obligation to the City or is deemed to be irresponsible or unreliable by the City based on past performance.

The offeror is expected to examine the site of the proposed work before submitting a proposal. The submission of a proposal will be considered conclusive evidence that the offeror has made this examination.

The successful offeror may be required to furnish a complete statement of the origin, composition, and manufacture of materials used in the construction of the work together with samples, which will be tested for conformance with contract requirements.

Failure of the offeror to provide in its offer any information requested in the RFP may result in rejection of the offer for non-responsiveness. Submitting a proposal without being properly marked may be opened for identification prior to the deadline for receipt of proposals and then resealed.

The estimated project magnitude is $900,000 - $1,500,000.
