All work shall be completed within sixty (60) working days from the commencement date stated in the notice to proceed.

The town will make monthly progress payments based upon work performed. The town will retain five percent (5%) of each progress payment.

The guarantee obligation shall hold good for a period of one (1) year after the acceptance of the work by the town.

The town shall award the contract for the work to the lowest responsive, responsible bidder.

Bidders must be licensed contractors and must possess the appropriate licenses for the work bid upon. Contractors and subcontractors must be registered with the Department of Industrial Relations.

Contractor will pay the town the sum of **** for each and every working day of delay in completing the work beyond the contract time, as liquidated damages.

A mandatory pre-bid conference and site walk will be held on July 28, 2026, at 10:00 AM. Prospective bidders may not visit the site without making arrangements through the Parks Recreation Director.

Any bid protest must be submitted in writing to the Town's Clerk at least ten (10) working days before the original date set for the bid opening. Protests of a bid must be filed in writing not later than 5:00 p. m. on the fifth business day after the bid opening date.

Failure to meet bonding and insurance requirements within the allotted time shall be sufficient cause for rejection of bid. Failure to provide valid CARB CRC's may render the bid nonresponsive.

The estimated cost for the project is $45,****.

Proposals must be received by 4:00 PM on July 16, 2026.

Invoices will be paid within forty-five (45) days from the date the Town receives the invoice.

The Town will evaluate proposals based on clarity, conformance, content, proposer's experience, team members' experience, fee proposal, reference comments, and deviations to the RFP/agreement template.

Proposers must be qualified firms or consultants with experience in managing housing programs and knowledge of HUD funds. They must also be properly licensed to practice in California and have no conflict of interest.

Proposers may visit the town and its physical facilities to determine local conditions.

Protests based on the content of the RFP must be submitted no later than ten (10) calendar days prior to the scheduled proposal submittal deadline. Protests of contract award must be filed within five (5) business days after receipt of notification.

Proposals may be rejected for deviations from the RFP, failure to provide required information, or if information indicates an unsatisfactory record of performance.

Proposals must be received by the Town Clerk's office no later than 10:00 AM on Monday, July 7, 2026. deadline for receipt of proposals july 7, 2026 submitted on or before 10:00 am

If the work is scheduled for completion in 30 calendar days or less, payment will be made upon completion and approval. For work scheduled for more than 30 days, monthly progress payments will be made based on submitted applications. own will pay contractor on a monthly basis as provided for herein.

Proposals will be evaluated based on licensing, conflict of interest, clarity and conformance to RFP, content, proposer's experience, team members' experience, fee proposal, reference comments, exceptions/deviations, and litigation history. he town will evaluate proposals based on the following criteria: a. the proposer is properly licensed to practice in the state of california.

Proposers must be licensed to practice in California, have no conflicts of interest, demonstrate experience and technical competence, and provide evidence of fiscal stability. proposer must have at least four 4 years experience in providing the required scope of services for public clients.

Contractors and subcontractors may forfeit penalties for failing to pay prevailing wages or for non-compliance with labor code provisions. Liquidated damages may apply for delays. contractor shall forfeit a penalty of **** per worker for each day that each worker is permitted to work more than eight 8 hours in any one calendar day

Attendance at a mandatory pre-proposal meeting, which includes a site walk, is required. failure to attend this meeting will preclude a proposer from submitting a proposal.
