Genesee County is soliciting bids for the reroofing of a beach house. A mandatory pre-bid meeting is scheduled for June 23, 2026. Bids are due by July 8, 2026. Contractors must be licensed and insured, with demonstrated experience in TPO roofing. A bid bond of 5% is required. The project involves roof removal, deck preparation, insulation installation, TPO membrane system installation, and flashing. A 20-year manufacturer's warranty is required. Evaluation criteria include experience, technical approach, cost, references, schedule, staffing, warranty, and bid completeness.
Sealed bids will be received until 2:00 p. m. EST, Wednesday, July 8, 2026.
Payments shall be made to the contractor upon receipt of an invoice. The county will retain 10% of the amount on the invoice, and upon approval, payment is remitted within 30 days. Final payment of retained funds will be remitted upon final inspection and receipt of the maintenance bond.
Contractor shall provide the manufacturer's standard twenty (20) year roofing system warranty upon project completion.
The contract shall be awarded to the lowest and/or most responsive and/or most responsible qualified bidder.
Bidders must be licensed and insured to perform roofing work in Michigan, have demonstrated experience with commercial TPO roofing installations of similar size and scope, and be approved or certified installers for the proposed roofing manufacturer. They must also provide at least three comparable project references from the last five years.
Failure to attend the mandatory pre-bid meeting shall result in disqualification of a contractor's bid. Failure to provide required duplicate copies may result in rejection of a bid. Breach of warranty is cause for termination.
A mandatory pre-bid meeting will be held on Tuesday, June 23, 2026, at 10:00 a. m. EST at Bluebell Beach, **** N Bray Rd, Flint, MI **** vendors submitting a proposal must attend.
All questions regarding this ITB shall be submitted in writing and received before 3:00 p. m. on Wednesday, June 17, 2026.
