Sealed statements of qualifications will be received until 2:00 p. m. EST, Tuesday, July 7, 2026.

Evaluation of each proposal will be based on experience (40 points), references (30 points), methodology and implementation timeline (25 points), financial feasibility/subsidy layering strategy (15 points), and collaboration strategy (10 points).

Offerors must be financially stable, licensed by the state of Michigan, willing to provide services to any client designated by GCMIPC, and possess an experienced development team with a history of developing affordable and mixed-income developments, capacity to structure financing, and experience working with public entities.

Questions regarding this RFQ shall be submitted in writing and received no later than Wednesday, June 17, 2026, before 3:00 p. m. EST.

Any violation of the condition regarding communication with other county employees may result in immediate rejection of the quote. Failure to comply with insurance provisions will cause termination of the agreement.

Sealed bids will be received until 2:00 p. m. EST, Wednesday, July 8, 2026.

Payments shall be made to the contractor upon receipt of an invoice. The county will retain 10% of the amount on the invoice, and upon approval, payment is remitted within 30 days. Final payment of retained funds will be remitted upon final inspection and receipt of the maintenance bond.

Contractor shall provide the manufacturer's standard twenty (20) year roofing system warranty upon project completion.

The contract shall be awarded to the lowest and/or most responsive and/or most responsible qualified bidder.

Bidders must be licensed and insured to perform roofing work in Michigan, have demonstrated experience with commercial TPO roofing installations of similar size and scope, and be approved or certified installers for the proposed roofing manufacturer. They must also provide at least three comparable project references from the last five years.

Failure to attend the mandatory pre-bid meeting shall result in disqualification of a contractor's bid. Failure to provide required duplicate copies may result in rejection of a bid. Breach of warranty is cause for termination.

A mandatory pre-bid meeting will be held on Tuesday, June 23, 2026, at 10:00 a. m. EST at Bluebell Beach, **** N Bray Rd, Flint, MI **** vendors submitting a proposal must attend.

The county selects the best possible vendor that will provide the best value and service.

Proposals must be submitted by qualified firms.

The project must be completed by September 1, 2026.

The county will pay the contractor within sixty 60 days of the county's acceptance of the invoice and supporting documentation.

The contractor warrants that the services will be performed in a good and workmanlike manner and in accordance with generally acceptable practices in the industry.

The contract will be awarded to the offeror who submitted a bid that is most advantageous to Genesee County and other locals.

A bidder shall have the capability in all respects to perform the work and the integrity and reliability, which will assure good faith performance. This requirement shall include, but is not limited to, the availability of the appropriate financial material, equipment, facility, personnel, ability, expertise, and experience necessary to meet all procurement requirements.

If the contractor is in breach of any provision of this contract, and such breach continues for fourteen 14 days after written notice is issued to the contractor by the county of the breach, the county may terminate this contract. In addition to any other remedies provided by law or this contract, the contractor shall be responsible for all costs incurred by the county as a result of the contractor's breach and termination, including any costs to obtain substitute performance.

All requests regarding disclosure and requests for confidentiality of a bid response to this ITB shall be submitted in writing and received no later than June 8, 2026, by 12:00 p. m. EST.

Failure to provide the required number of duplicate copies may result in rejection of your bid. Failure to provide all requested items may be sufficient cause for rejection of bid response.
